The growth of Internet penetration in India and realisation of its full potential is closely tied to the proliferation of broadband services. WLANs created using Wi-Fi technology can be used for extending the "last-mile connectivity" of broadband connections to a wider segment of users. Wi-Fi networks can offer affordable, scalable and versatile technologies that can facilitate the spread of Internet access in rural and urban areas alike.

It is felt that Wi-Fi hotspots can be proliferated in every nook and corner of the country and it should be possible to set up such hotspots by shop owners and unemployed youths. Such a model will work much like a Public Call Office (PCO) with the advantage that the operator of the Wi-Fi hotspot will not be serving the customer physically as all the transactions will happen electronically. ISPs will also be encouraged as there will be an increased consumption of data by the public. The model will also provide a boost to generation of employment in the country.

The objective of this Consultation Paper (CP) is to examine the need of encouraging public Wi-Fi networks in the country from a public policy point of view, discuss the issues in its proliferation and find out solutions for the same.

In this paper, “public Wi-Fi networks” has broader meaning and not limited to the Wi-Fi hotspot created by licensed TSP/ISP at public places. There could be small entrepreneurs or even a very small entity which would like to participate in common and shared Wi-Fi network for larger public use.

The CP raises the issues of various regulatory/licensing or policy measures required to encourage ubiquitous city-wide Wi-Fi networks as well as expansion of Wi-Fi networks in remote or rural areas. The CP also touches upon interoperability between the Wi-Fi networks of different service providers as also between cellular and Wi-Fi networks, frequency bands, payment and authentication procedure to access Wi-Fi.

Dear TRAI Team, A great security issue is hidden in installation of public wifi network. Although it is a faster way to provide wifi internet connection to anybody but can you ensure that one cannot use the public wifi network without internet for setting up their own network services like jabber chat messenger, VOIP servers, Database servers or camera setups. All of these and any other similar thing can become a great hassle for law enforcement.

Sir, In my view 1. First we cover the whole country through our wi-fi network. 2. ISP tie up with local authorities like gram panchayt, Nagar Nigam on B2B Basis. 3. Gram panchayat or Nagar Nigam take the money from end user on usages basis and establish a social/moral responsiblity. Sir, Without public participation this is not possible. If public participate in group then like electricity, Tape water, wifi profileration happen quickly.

Public Wifi rollout could be fast tracked with below strategies. 1.Public participation for hosting the Access points, franchisee kind of business model for AP hosting 2.All these AP would be further connected to the local broadband service providers, feasible in cities. 3.capex would come down and delay caused for site acquisition can be reduced. 4.Connecting villages can be achieved through the current BSNL mobile tower infra, satellite links to connect to the nearest town/hub. #TRAI

It is Great to be connected with you in India I see the there is only 5% to 10 % people working for country otherwise 95% working for only.......... how can we make progress without 95% people in India I see this work is small this work is big therefore we have lost creativity in work in any developed country it is not so. Why people think this work is against my dignity specially in govt sector you should work to make every work rich work, rich work
