The growth of Internet penetration in India and realisation of its full potential is closely tied to the proliferation of broadband services. WLANs created using Wi-Fi technology can be used for extending the "last-mile connectivity" of broadband connections to a wider segment of users. Wi-Fi networks can offer affordable, scalable and versatile technologies that can facilitate the spread of Internet access in rural and urban areas alike.

It is felt that Wi-Fi hotspots can be proliferated in every nook and corner of the country and it should be possible to set up such hotspots by shop owners and unemployed youths. Such a model will work much like a Public Call Office (PCO) with the advantage that the operator of the Wi-Fi hotspot will not be serving the customer physically as all the transactions will happen electronically. ISPs will also be encouraged as there will be an increased consumption of data by the public. The model will also provide a boost to generation of employment in the country.

The objective of this Consultation Paper (CP) is to examine the need of encouraging public Wi-Fi networks in the country from a public policy point of view, discuss the issues in its proliferation and find out solutions for the same.

In this paper, “public Wi-Fi networks” has broader meaning and not limited to the Wi-Fi hotspot created by licensed TSP/ISP at public places. There could be small entrepreneurs or even a very small entity which would like to participate in common and shared Wi-Fi network for larger public use.

The CP raises the issues of various regulatory/licensing or policy measures required to encourage ubiquitous city-wide Wi-Fi networks as well as expansion of Wi-Fi networks in remote or rural areas. The CP also touches upon interoperability between the Wi-Fi networks of different service providers as also between cellular and Wi-Fi networks, frequency bands, payment and authentication procedure to access Wi-Fi.

The Wi-Fi system must be effective. So that its capacity should be two-three fold. Wi fi spots should be fragmented and separated so far as the capacity is concerned. If a particular hot spot is having heavy traffic then it should not affect other hot spots.

From safety and security purpose-User must be identified through bio-matrix technology in addition to identification documents like PAN, Voter-ID or Aadhar card etc.

Security should be priority so people can make payments and transaction on any public wifi networks, and bandwidth load balance should be taken care of.

For efficient use of infrastructure Data volume hogging useless applications such as videos should be discouraged, by putting caps or other means. App developers should place measures like downloading useless data at night (Like Airtel+Youtube)

Speed should be given more priority and data allotted should be reduced. We should sincerely acknowledge that generally more GBs are required for useless contents like Videos, and Entertainment content than useful data. The proper use of On-the-go data is Netbanking, financial transactions, Email, Navigation, Chat/Messaging (text only), etc. all don't require much volume of data. Thus we can make efficient use of available infrastructure.

Sir,great idea.. as mosr people have pointed out.. the bottle neck will be the bandwidth available. A better option will be to make 4G more affordable and universally available across India. Affordability in terms of devices and tarrif plans.. the scale of proliferation will definitely bring down costs.. so instead of usage regulation.

First of all we all should concentrate on speed. Second we should have reliable fiber network. This means one basic operator for providing the net. On this all operator can can connect consumers to the net. At the moment Gov is providing funds to create fiber network I my case Goa Gwave. Gwave is the net provider and also the consumer provider. They do act like fiber company but fully funded by government from 2001. They are selling 1 mbps for 7000 rupees per month one to one.
