The rapid evolution of telecommunications services in India has aided the overall economic and social development of the country. It has enabled better connectivity among users, increasing use of information and communication technology (ICT) services and emergence of a variety of new business models. Parallelly, there has been a quantum leap in the quantity and value of data that is being generated through the use of modern communication services. Each step of a user's interaction with ICT services, whether through traditional telecom services, devices, applications or other forms of content, results in the generation of large amounts of data.

Availability of data has enhanced the business and efficiency potential of data analytics. However, it is equally important to assess whether the data rights of individuals are being adequately protected in this changing environment. Data protection may therefore mean the ability of individuals to understand and control the manner in which information pertaining to them can be accessed and used by others. The Authority is of the view that the users should be empowered in respect of ownership and control of his/her personal data and to ensure this, all the players in the eco-system are bound to follow certain safeguards while collecting, storing and using the data pertaining to their subscribers. Full text of the consultation can be viewed here.

The consultation paper has been issued with the following objectives:
(a) To identify the scope and definition of Personal data, Ownership and Control of data of users of telecom services.
(b) Understand and Identify the Rights and Responsibilities of Data Controllers.
(c) To assess the adequacy and efficiency of data protection measures currently in place in the telecom sector.
(d) Identify the key issues pertaining to data protection in relation to the delivery of digital services. This includes the provision of telecom and Internet services by telecom and Internet service providers (TSPs) as well the other devices, networks and applications that connect with users through the services offered by TSPs and collect and control user data in that process.

Last date for submission of suggestions is 7th November, 2017, midnight.

Dear Mr. Modi, As we are heading towards a digital india we must make sure that we are safe from any vulnerability. A regulation for mobile phone and laptop manufacturers 1-All mobile phone that comes with pre installed apps, must be fully uninstallable without traces and reinstallable by the user. 2-Manufacturers must ensure, that all such pre installed apps are from genuine source and have no mallacious code in them. These are extremely important for our security.

In respect to safety, security of Data in telecom sector, I want to suggest that, there are so many advanced equipment available in market related to electronics and communication support items, by which, it is difficult to keep complete security on the data of telecom, but, there should be some devices and system introduced, which can save data with safety, further, legal control should be make effective, so, that the people cannot misuse the date of other person, best wishes

All the information collected from subscriber should tantamount to personal data. Data controller should have strong internal contr and document management system which is extremely poor currently. For example: if any statutory requirement arises post issuing the connection every time it is observed that the TSPs come back to susbscriber and harass them. The access control should be monitored periodically as currently this TSPs compromised the user data and it's protection measure is absent.

Digital india me BSNL ka yogdan raha hai. BSNL ki life line Optical fiber hai.Lekin BSNL metal free OFC ka upyog karata hai jabki anya kampniya metal yukt OFC ka upyog karati hai.Metal yukt OFC ko jamin ke under asani se pata lagaya ja sakata hai jabki matal free OFC me yah mushkil hota hai. Jisase marammat me samay aur dhan ki hani hoti hai sath hi BSNL ka bhari nuksan hota hai. BBNL ne yahi galti fir dohrai hai.jisase NOFN ka project mitti me mil jayaga aur Govt. ko bhari nukasan hoga.

To stop mis-use of sim cards and to check the improper circulation of it, it should be made compulsory to telecom operators to take aadhar number from existing users and those that wanted new connections. Also, aadhar to be properly linked with mechanism to stop it's mis-use by operators for their own benefit and schemes.
