The rapid evolution of telecommunications services in India has aided the overall economic and social development of the country. It has enabled better connectivity among users, increasing use of information and communication technology (ICT) services and emergence of a variety of new business models. Parallelly, there has been a quantum leap in the quantity and value of data that is being generated through the use of modern communication services. Each step of a user's interaction with ICT services, whether through traditional telecom services, devices, applications or other forms of content, results in the generation of large amounts of data.

Availability of data has enhanced the business and efficiency potential of data analytics. However, it is equally important to assess whether the data rights of individuals are being adequately protected in this changing environment. Data protection may therefore mean the ability of individuals to understand and control the manner in which information pertaining to them can be accessed and used by others. The Authority is of the view that the users should be empowered in respect of ownership and control of his/her personal data and to ensure this, all the players in the eco-system are bound to follow certain safeguards while collecting, storing and using the data pertaining to their subscribers. The consultation paper has been issued with the following objectives:
(a) To identify the scope and definition of Personal data, Ownership and Control of data of users of telecom services.
(b) Understand and Identify the Rights and Responsibilities of Data Controllers.
(c) To assess the adequacy and efficiency of data protection measures currently in place in the telecom sector.
(d) Identify the key issues pertaining to data protection in relation to the delivery of digital services. This includes the provision of telecom and Internet services by telecom and Internet service providers (TSPs) as well the other devices, networks and applications that connect with users through the services offered by TSPs and collect and control user data in that process.

Last date for submission of suggestions is 7th November, 2017, midnight.

Point of interconnection issue yet not resolve because of that reason reliance jio custemers are facing the distrubance.Toll free numbers 4 digit also not getting connect because of BSNL not release the ports

Ever increasing Unsolicited Calls from Tele-marketing (and even the Telecom service provider) that Disturn the subscriber despite of FULL DND service Active on subscriber connection, need to be booked and imprisoned for Criminal offense, otherwise such nuisance would continue to multiply every day as TRAI has been an absolute failure in its attempts in stopping such wide-spread notorious elements. Even the Telecom operators need to honour and duly respect the privacy of DND Active subscribers!

Please bring in robust data privacy laws to stop spamming, unwarranted marketing calls and leakage of personal data. Currently there is no mechanism of data security especially w.r.t personal identification information in our country due to which the data given to telecom/online or any sources gets compromised easily and unscrupulous elements gets access to the same. IT act 2000 needs to be amended subject to inclusion of clauses w.r.t online plagiarism, privacy and app oriented data security.

sir please ensure that miss call alert facility should be free for all customers.so that we can know who called us when we are not in network area.

Sir please ensure that all telcom companies plan shuld be valid for atleat 30 days ...Companis are providing 28 days validity instead of one month validity so we have to recharge our card twice in a month.validity of plans should me 30 90 120 180 days.B y giving 28 days validity companies are giving 24 days extra burden to us in a year.there aee 30 days in a month so why are plans are valid for 28 fays in month.pls stop this two days short validity in a month.

The government must ensure that the data of us citizens is secure. Privacy is one of the biggest ethical issues we're facing. If the Government insists on making Aadhar Card mandatory,it must assure us that our data is secure and it will not be misused

Sir,Data should be protected from being shared and misused by anybody including the Govt,only exception being National Security.There should be centralised storage of Data which could be accessed when needed under Gov controls protected by well defined laws formed with transparency,which means even the Gov cannot use the data to serve or coerce citizens into submission of its agenda.

In India most of SIM CARD used by fraduster are issued against fake id. So we request you to make mandatory Aadhar card linking for SIM card of own or other family member. So that fraud could be controlled or otherwise responsible person could be traced. Like this other terrorism activity, threatening could be controlled.
