Department of Telecommunications through their reference dated 19th April 2017 sought recommendations of the TRAI on applicable reserve price, quantum of spectrum to be auctioned and associated conditions for auction of spectrum in 700, 800, 900, 1800, 2100, 2300, 2500, 3300-3400 and 3400-3600 MHz Bands. Based on the available information, a consultation paper has been prepared and has been placed here.

In this consultation paper specific issues have been raised for consideration of stakeholders. The key issues raised are quantum of spectrum to be auctioned, optimal block size, duplexing scheme, spectrum cap, roll-out conditions and methods to be used for valuation and estimation of reserve price of spectrum.

Last date for submission of suggestions is 13th November, 2017

Online facility of auctioning with minister of telecommunications keeping an eye on the process should be initiated. Rate to be fixed as per proper audit. Private players previous records need to be look out for.

Telecommunication is an important service in modern times when digital world is in ubiquity. Spectrum is fundamental in telecommunication and so online auctioning with no interference from any third party must be encouraged. Prices must be fair, because ultimately subscribers are affected by the price of telecommunication services. Valuation of spectrum must be determined by studying current trends, response from users and future potential. Reasonable spectrum cap will be a win-win initiative.

एक राष्ट्र, एक भारत की िनती होनी चािहए. अाज भारत मे कीसी के पास 2g mobile है तो कीसी के पास 3g या 4g.... इस िलये सभी MHZ के िलये एक ही बडी रकम AMMOUNT हो , तािक TELECOM कंपिनया 2G/3G/4G की सेवा सभी जगह एक समान भाव पेे दे शके. और 700/800/900 MHZ जो VOICE के िलये होती है ,उसके िलये ऐक PRICE BAND और 1800/2100/2300/2500/3300-3400/3400-3 MHz bands के िलये ऐक PRICE BAND अलग हो जो INTERNET के िलये इस्तेमाल होता है.

In respect to auction of spectrum, I want to suggest that, the proceedure of allocation of spectrum is very important, the minimum value to be fixed by consulting with expert professional, further, the proceedure should be followed as per law and rules for allocation of spectrum, it is very important that complete transperency should be kept in allotment, it is also advisable that, pre audit of all the procedure including rate etc. should be made before allotment of spectrum, best wishes

In my opinion, There must be four conditions while auctioning Spectrum to private players. 1)one time auction fee 2)every month on the basis of usage of spectrum,20% fee must be given to government. 3)Private players can not resale their spectrum to others. Also not giving on lease. 4) If private players cant do their busineess after some time that spectrum automatically go with government

5. The danger of corresponding radiation hazards to the living bodies should be considered as one of the important condition prior to auction. 6. The tower should not be installed in densely populated areas or near by hospitals, schools etc. 7.As private players have already been added by the Govt to participate in the satellite manufacturing technology so now few more spectrum bands may be added. 8. The required spectrum may be asked by the party and prices may be assigned accordingly.

Plan improvement - 1.Also improve the service of BSNL and provide 4G from BSNL 2.And stop the agricultural plan if the entire country can take the same tax, then everyone should look at the same look. 3.and stop the validity plan,Why the country's network surpasses the private network, which takes money to stay connected. 4.Increase the speed of the work, and not just the govtvd user network, continue to fasten the new connections.

In respect to auction of spectrum, I want to suggest that, there should be complete transperency in auction, further, proper control over the process of distribution of spectrum, minimum price band should be fixed for various Mhz Bands, all the process of application to the completion of auction and allotment of spectrum should be online, so that, transperency can be maintained, after completion of process, proper audit and control should be made immediately, best wishes
