The digital TV broadcasting services are received by subscriber using a Set Top Box (STB), connected with the TV set. The STB receives TV signals from distribution network and decodes them into viewable form for TV set. STB enables the subscriber to view only those TV channels which he has subscribed.
Presently the STBs deployed in the network are non-interoperable, i.e. the same STB cannot be used interchangeably across the different service providers. The lack of interoperability of STBs between different service providers has not only compromised the competition in the Pay-TV market but also a major hindrance to technological innovation, improvement in service quality, and sector growth.

TRAI is in the process of laying down a framework of interoperable STBs. With this framework, the subscriber would be able to change its service provider without any need to re-invest in the new STB. The Center for Development of Telematics (C-DOT), the telecom technology development centre of the Government of India, in close coordination with TRAI, has developed solution architecture for interoperable STB. The framework ensures that existing STBs deployed in the networks will continue to work without any interruption.

Through this consultation note, TRAI presents the solution architecture for technically interoperable STB to concerned stakeholders for seeking their comments on proposed solution. Further, through this consultation note, TRAI has also invited stakeholders to participate in the proposed workshop and pilot project for implementation and testing of STB interoperability.

Stakeholders are requested to provide their written comments on the proposed solution architecture for technical interoperable STB by 25th August 2017, midnight.

Settop box should be like mobile, enter a SIM card of your choice of service provider, and use it. Service provider can install there software in the SetTop Box.

Like mobile phones, STBs should be made available from the open market. New TV sets have built-in STBs so that the users can take full advantage of all features of their TV sets. For old TV sets, the STBs should be made compatible so that all features of TV are fully used. Like mobile phones, the DTH services should be available from the open market post-paid & pre-paid options & portability. In short, model of mobile phone connection should be adopted for DTH also.

1- there should be Universal set top box which can carry any provider signal, TV with built in set top box is also welcome. 2-Subcriber can bare charges of new set top box provided free viewing period is offered 3-Interportability of set top box is most welcome. 4-There should be minimal hassle for interested customers. 5-Free to air channel must continue after recharge amount gets over. 6-Set top box should compitible with all the signals like arial antennas, internet and storage media.

When we are thinking for new way of technology then instead of same STB used in different networks we must think about why a common (which is free to air) STB is inbuilt in TV so that there will no need for purchasing STB and free to air channels are always be available even when subscription of pvt network is end. When we need to change service provider we just need a sim card to connect to their network.

"without any need to re-invest in the new STB" i suggest do invest and create a simple STB that can be adopted by the providers similar to our sim cards in mobile which can be interchanged in any mobile device that supports it.

Sir, 1. STB to be inter operable with port for Internet connectivity and/or wireless 3G/4G connectivity. SIM like chip insertion arrangement to be made, with credentials so as to identify the user. 2. Liscences to be issued to TV manufacturere to fabricate TV sets for built in STB and 3G/4G connectivity.

Hon'ble Prime Minister, I like to suggest that Bank Account Minimum Balance Non Maintenance Charges Rs 69/- per month is against the interest of poor, so please roll back the decision and save centre for good governance. SBI is collecting 69/- per month from my account which is SB account and is in operational only to claim gas subsidy and no other purpose, my sbi account is old and opened with minimum balance of 500/-. I request to roll back the decision in view of public interest.

Merge the DTH and Wifi Setup boxes , so that it will be easier to the customer to operate one box for both TV and Internet. Make it operable w.r.t Aadhar number so that no need to have Provider specific facilities. this will be easier to maintain Portability just like Mobile numbers. A GUI linked to box is to be available , so that customer decides when and which provider is needed and pays accordingly. GUI can have other related features also.
