The digital TV broadcasting services are received by subscriber using a Set Top Box (STB), connected with the TV set. The STB receives TV signals from distribution network and decodes them into viewable form for TV set. STB enables the subscriber to view only those TV channels which he has subscribed.
Presently the STBs deployed in the network are non-interoperable, i.e. the same STB cannot be used interchangeably across the different service providers. The lack of interoperability of STBs between different service providers has not only compromised the competition in the Pay-TV market but also a major hindrance to technological innovation, improvement in service quality, and sector growth.

TRAI is in the process of laying down a framework of interoperable STBs. With this framework, the subscriber would be able to change its service provider without any need to re-invest in the new STB. The Center for Development of Telematics (C-DOT), the telecom technology development centre of the Government of India, in close coordination with TRAI, has developed solution architecture for interoperable STB. The framework ensures that existing STBs deployed in the networks will continue to work without any interruption.

Through this consultation note, TRAI presents the solution architecture for technically interoperable STB to concerned stakeholders for seeking their comments on proposed solution. Further, through this consultation note, TRAI has also invited stakeholders to participate in the proposed workshop and pilot project for implementation and testing of STB interoperability.

Stakeholders are requested to provide their written comments on the proposed solution architecture for technical interoperable STB by 25th August 2017, midnight.

Like sim companies one thing can also be done and it is the concept of borrowing the balance of recharge amount from company which can be deducted when user does the balance recharge. This scheme is provided by many sim companies and this can be implemented in STB also. When balance is getting empty user can borrow the amount from company and later when it does the recharge that amount can be deducted.

Facility for recharge amount starting from rupee 1 to be provided because at present there are many service providers that prescribe a minimum amount to have recharge. It should be like sim companies balances are available from rupee 1. User is not bound to recharge a given minimum amount.

There are few things I would like to share- 1. If there are more than One TV set in homes we have to use two different STB for that. There should be invention of STB's that are able to operate more than one one TV set with different channels. One STB should be enough for two TV set. 2. At zero balance service providers should give subscribers free channels. 3. Facility for subscribers to recharge their balance from price range rupees 1 to be started.

In this era of Digital STBs that provide Prepaid DTH connection, the subscriber should be charged only to the extent of Signal decoded by STB and Not for any Idle time when the STB was decoding the signal due to bad weather, poor reception, inactive, etc. (just as any Prepaid GSM mobile set). Moreover, the DTH service provider should be bound to provide all Free to Air channels, even if zero balance and they should not "steal" away money from user DTH a/c balance as idle maintenance charges.

One set top connection should provide multiple output,like a wifi device.Now People are forced to select predefined packages,it should start from rs 0-5 if they want to view only that channel,they will pay for that particular channel only .I mean to say it should be free from any restriction.

Its awesome move by the govt ton digital but as far as set top box are concerned every service provider had its own different set top box which the customer has to purchase anyhow to get the service of the provider which means even if the customer is not satisfied with the service provider he cannot switch to another provider because it would lead to extra cost of set top box of around 1500 rupees. So if a set top box is made like mobiles that it operate on any servicewouldbbenificialtocustomer
