The digital TV broadcasting services are received by subscriber using a Set Top Box (STB), connected with the TV set. The STB receives TV signals from distribution network and decodes them into viewable form for TV set. STB enables the subscriber to view only those TV channels which he has subscribed.
Presently the STBs deployed in the network are non-interoperable, i.e. the same STB cannot be used interchangeably across the different service providers. The lack of interoperability of STBs between different service providers has not only compromised the competition in the Pay-TV market but also a major hindrance to technological innovation, improvement in service quality, and sector growth.

TRAI is in the process of laying down a framework of interoperable STBs. With this framework, the subscriber would be able to change its service provider without any need to re-invest in the new STB. The Center for Development of Telematics (C-DOT), the telecom technology development centre of the Government of India, in close coordination with TRAI, has developed solution architecture for interoperable STB. The framework ensures that existing STBs deployed in the networks will continue to work without any interruption.

Through this consultation note, TRAI presents the solution architecture for technically interoperable STB to concerned stakeholders for seeking their comments on proposed solution. Further, through this consultation note, TRAI has also invited stakeholders to participate in the proposed workshop and pilot project for implementation and testing of STB interoperability.

Stakeholders are requested to provide their written comments on the proposed solution architecture for technical interoperable STB by 25th August 2017, midnight.

without the set top box we could have the tv channels in two or more room simultaneously, with the set top box, our installation charges increased, each room needed a separate connection and unless we are ready to shell out more all channels are not within a common mans reach, so anything which reduces a viewres financial burden is most welcome

set top boxes with facility for connecting more than one tv, interoperable, meter for recording usage , should be introduced. One time installation should enable the user to get service from any of the available DTH service provider,pay according to usage. This will bring down the monthly expenditure to low income group families, and facilitate others to view more than one tv, who can afford.thus limitation/ choice of channels will also be eliminated.

Yes, this should be done. Even I wanted to change my STB service provider. But my old STB will be wasted and I have to buy new one, so not doing.

My view is different from rest in this group, because of current competition we have more option available in the market like only Airtel has internet tv setup box, so we should not kill this competition. To make it more user-friendly we should make it compulsory to rent the setup box instead of buying (like 30 Rs per month). If we have just one standard setup box the company will be restricted because of hardware compatibility which will be against the customer interest. Regards, Himanshu

This will be revolution in DTH and opreators have to give better services to consumers else as a consumer we have an option port from one operator to another without wasting money on Settop box and installation .

SET BOX MANUFACTURED NEED TO SUPPORT ALL PROVIDERS FOR OPERATIVE SUPPORT. ONCE A SERVICE PROVIDER IS CHANGED WE SHOULD NOT CHANGE THE SET BOX BUT AN OPERATIVE SEPRATE CHANNEL BE MADE IN ALL THE SET BOXES FOR TUNNING IN TO NEW SERVICE PROVIDER BALDEV BHATIA

Cable/DTH operators force the customer to buy settop box at their prices. Which neither can be used for other service provider nor is bought back by them at the same price. That way consumer is permanently tied up to a particular service provider only. WHICH Is UNFAIR TRADE PRACTICE. Should be stopped with immediate effect. Either set top box should be universal type, can be reprogrammed by any service provider or should come free of cost .

There should be interoperatibility just tell all dth players to have a common software and they should not lock set top box having common software there will be no problem in interoperatibility

It is a good idea to have inter-operable set top box. Whenever you change a provider, you have to get the entire set like dish and set top box. These boxes are locked with the viewing card too, so, you cannot take someone else set top box too. Its a huge wastage. Secondly, there are lot of free channel, but when you do not recharge, you will not get any of the free channel. Once you subscribe, the customer should have free channels.
