The digital TV broadcasting services are received by subscriber using a Set Top Box (STB), connected with the TV set. The STB receives TV signals from distribution network and decodes them into viewable form for TV set. STB enables the subscriber to view only those TV channels which he has subscribed.
Presently the STBs deployed in the network are non-interoperable, i.e. the same STB cannot be used interchangeably across the different service providers. The lack of interoperability of STBs between different service providers has not only compromised the competition in the Pay-TV market but also a major hindrance to technological innovation, improvement in service quality, and sector growth.

TRAI is in the process of laying down a framework of interoperable STBs. With this framework, the subscriber would be able to change its service provider without any need to re-invest in the new STB. The Center for Development of Telematics (C-DOT), the telecom technology development centre of the Government of India, in close coordination with TRAI, has developed solution architecture for interoperable STB. The framework ensures that existing STBs deployed in the networks will continue to work without any interruption.

Through this consultation note, TRAI presents the solution architecture for technically interoperable STB to concerned stakeholders for seeking their comments on proposed solution. Further, through this consultation note, TRAI has also invited stakeholders to participate in the proposed workshop and pilot project for implementation and testing of STB interoperability.

Stakeholders are requested to provide their written comments on the proposed solution architecture for technical interoperable STB by 25th August 2017, midnight.

There should be universal STB. User can opt service provider by just changing consumer card. No need to set dish again. Charges of subscription should be as like talk time in mobile phone, Should be consumed with resp to nos of hours TV watched. Subscription charges should apply only when STB is switched on, subscription charges should not apply, while STB is in off mode.

In my view all STBs should have inbuilt modem for being connected as wi-fi device. Whenever the user decides to port its service provider, the STB should be auto updated through internet by selecting the required service provider in the list which displays in the T.V. set directed by remote.

बहुत ही सरल प्रक्रिया है! सेट-टॉप बॉक्स के भीतर जाने वाले उपभोक्ता-कार्ड को बदल डालिए, नए सर्विस-प्रदाता के अनुसार डिश की दिशा-परिवर्तन कर दीजिए!...बस हो गया! है न कितना आसान ! कुछ इसी तरह से उपभोक्ताओं को जानकारी दें व यह परिवर्तन सुनिश्चित करवाएं। Simple!

Set Top Box should be interoperable as we could switch to any service provider without changing our Set Top Box and VC number. All the DD Free channels must be available for all subscribers even after the expiration of the account validity. As of now they are not providing DD Free channels even in active validity period. There should be strict rules for DTH service pro iders.

Making the STB interoperable is a god implementation as it will save the money of the consumers and also the competition among the service providers will be increased as a result they will provide quality service at a lower price.

STB portability should be must which will save money of the consumers as well as monopoly type attitude of the service provider. At the same time the pricing should also be controlled as service providers keep on changing the recharge amounts very frequently. All service providers should follow a competitive price cap. For a lower or lower middle class family, installing even one STB is expensive.

This will be good enforcement just like mobile no. Portability. Currently, pre-programmed STBs are used. Instead of this, non-programmed STBs should be used. The service provider should release free to air software for their customers just like they are providing software updates currently. Another thing is to rationalize the channel numbers across the service providers. It will be added advantage for newly ported customer from other provider. Lastly, the STBs should be made in India.

without the set top box we could have the tv channels in two or more room simultaneously, with the set top box, our installation charges increased, each room needed a separate connection and unless we are ready to shell out more all channels are not within a common mans reach, so anything which reduces a viewres financial burden is most welcome

Set top Box should be used as Mobile. Change to any service provider. Default DD-Direct channels to provided free of cost. Set Top Box should support more number of TVs in a house. Input source for Set top box may be Internet, Wifi, Lan, along with Dish RF input may be provided considering the future.
