Communication skills 2. Technical sills in terms of knowledge of each subject 3. coding skills 4. Analytical skills with little math background I urge you to improve and try, not to loose hope.

( 2nd option is easier to do ) 2. is there any security issue if we allow everyone to see there is a missing child found? some one can use it to their advantage for bad purpose, how to avoid it?

Hi sir, I have idea which i want to share with you.If we used app like that which can take photograph of missing child/persons and it will be integrated with the local authority databases of missing persons. then for every person which want to help in finding those missing child can used that app and can send those details to local authority. Using this kind of application in mobile will helped finding missing child in digital way.
