Recently, the Hon’ble Prime Minister Shri Narendra Modi addressed the webinar on effective implementation of the Union Budget provisions in the defence sector. During his address, the Prime Minister said that the webinar was of great significance as it focused on the important issue of making the country’s defence sector self-reliant.

The Prime Minister said that the defence corridors that are being built in the country today would also help local entrepreneurs and local manufacturing. That is, today, self-sufficiency in our defence sector has to be seen as the empowerment of these two fronts – “Jawan as well as Youth”.

The key announcements in the Union Budget related to Defence Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:
• Budgeted expenditure for capital outlay in defence increased by approx. 19%, highest in 15 years
• Disinvestment aimed in the sector to increase opportunities for private players
• Reduction in customs duty rates to nil for import of parts by public sector units (under Ministry of Defence) for manufacturing of aircrafts and parts

Fund should also be used to provide warld class night vision glasses to all combating shoulder .Then all combating team should have trained dogs, also a universal revolving eyes device should be mounted on head of shoulders with telescope which could be used while hiding fully(Z shape).

Critical aspect of having a Eco System of DPSU & Pvt Sector has been implementing L1-T1 Concept, which also looks into Life Cycle Cost while arriving at L1. While the Policy exists from DPP 2016, the same yet remains to be implemented thus impacting the SME/ MSME who cannot compete with Entities under MoD.

One of the Critical aspects of Defence Sector has been : 1. Expeditious Clearance of Payments, in most of the Progs being extended 4-5 Yrs Govt must look into means for Payment of ERV attested through Certified Account.Extensive Time taken in Processing impacts the Cash flow and the Financial aspects of the Industry. 2. Progs, cleared PNC concluded have been Pending for Yrs for placement of Orders. This has impacted the entire Eco System.Govt must set Target of 6 Months of Order signing from CNC

Dear pm,my suggestion is as follows regarding ECHS :-1-it should be optional as it maintains forces strict hierarchy feudal character till death.2- it should be tied with PM janaushadhi center for medicines so that there would not be any discrimination in local purchase medicines.3- if a veterans hardly coming for visiting doctors and seeking medicine must be priorities unless the veteran will feel utterly neglected and cheated by chronic patients who always roam around such clinic.4-respectalso

Dear Pm,when a service veteran visit to near by ECHS poly clinic to which he was made a compulsory member that to is also rank wise discrimination after retirement and denied medicines for non availability and that veteran happened to be coming from far off place. from district head quarter then you can imagine and understand the use of such poly clinics.lately it is treating below officer rank very badly and sometime compelling us to think this should be optional unless offrs would take awayall

Dear Pm, instead of privatising some national banks kindly privatise CSD canteen system which is making defence personnel corrupts as there r many 2nd hand management cum manipulation. I have seen every year many canteens renovation which is never ending process with changing bosses a complete unnecessary tasks to manipulate and digest profit for cause and welfare known to them. it's a perennial process.sir,there must be some sorts of accountability for that & veterans r first casuality tosuffer

The deployment of IAS officer for any post must not be just because he is senior or he is just an IAS officer. The selection of mediocres in IAS cadre itself is hurting India’s growth. The way UPSC selects IAS the same way govt must have a panel to select for a particular post, many a times a PCS officer is far better than an IAS for a particular post. Even people from private sector can be tried
