The Government of India intends to introduce the Goods and Services Tax (GST) in the country at the earliest. GST seeks to subsume many indirect taxes at the Central and State level. The proposed dual GST envisages taxation of the same taxable event, i.e., supply of goods and services, simultaneously by both the Centre and the States.

The Constitution (One Hundred and Twenty-Second Amendment) Bill, 2014, has been introduced in the Parliament for facilitating the introduction of GST in the country. Simultaneously, committees comprising of officers from the Central Government, as well as the State Governments, have been constituted for the drafting of Model CGST, SGST and IGST laws, and GST business processes of registration, refunds, returns and payments.

The draft Model CGST, SGST and IGST laws, along with GST business processes for filing of returns, shall be put up for inviting comments of stakeholders in due course. Presently, the draft business processes on GST registration, GST refunds and GST payments are being published.

The Report of the Committee on GST Payments is available here. Comments and views are invited on these business processes by 31st October, 2015. Users are requested to keep in mind the guidelines for posting their comments:

If government can reduce the stamp duty on assets (land, home, offices, etc.) and increase the circular rate. This will help to reduce the amount of black money being generated from purchase/sale of land, house, etc, and will not effect on the government income. And later on, government can get more tax based on that value ! #GST, #ReportonReturns, #GoodsandServicesTax, #Departmentof Revenue, #MyGov

#GSTPayments: Interest on delayed payment of Tax (GST)should attract the same rate of interest which govt. suppose to pay to the business when govt. in default. Why the Govt. money should attract higher rate of interest and money of business less rate of interest. Isn't it violation of right of equality.

Will there be the concept of reverse charge under the proposed GST regime?. If so, what would be the process for payment of tax calculated as reverse charge. Today reverse charge will have to be paid in cash and should not be adjusted with input tax credit. Request the authorities to provide better clarity on this aspect as this will end up to be an important aspect while designing solutions for ERP solutions as well as for GSTN. No clarity on this in the document

sir,excellent draft cover modalities of payment, shortfall can be address on implementation ,public understanding in general is only manufacturer will have to pay tax,mrp items.what is role of retailer and whole seller need to be specify.

"Have faith is Tax Payers"should be the slogan of GST,No involvement in assessment by Government agencies in assessment for calculating GST and payment, Risk Based analysis will be done by system at GSTN and selected Tax Payers records has to be audited by State and Central government officers for correctness of payment. The Audit of Taxpayer paying tax upto 50 lakhs in a year should be done by State authoritues and above 50 lakhs by Central Authorities for both SGST and CGST and IGST

For all the MRP based products the GST should be collected at first step MRP at the place of manufacturing ..... this will prevent the LOSS OF REVENUE .... in rest of the chain it will just passing on the credit ....

#GSTPayments MSMEs buy from and sell to intermediaries such calculations will make cost of doing business unaffordable and may stroke higher inflation as result. So kindly revise how you will calculate final pricing. Because present format will consolidate power of big companies and small companies will be distroyed but it should not mean i am against widening tax base but for employment generation kindly revise way of calculations

#GSTPayments if such calculations will be used in pricing goods in new system then it will be meaningless to go for manufacturing as selling imported goods will be cheaper. Sir consumer does not care about your system of taxes it cares about prices if it finds imported goods are cheaper then manufacturing becomes useless in india and MSMEs will be worst hit as marketing in india is a multi tyre arrangement unlike western countries so it will be more helpful if such calculation are avoided
