The Government of India intends to introduce the Goods and Services Tax (GST) in the country at the earliest. GST seeks to subsume many indirect taxes at the Central and State level. The proposed dual GST envisages taxation of the same taxable event, i.e., supply of goods and services, simultaneously by both the Centre and the States.

The Constitution (One Hundred and Twenty-Second Amendment) Bill, 2014, has been introduced in the Parliament for facilitating the introduction of GST in the country. Simultaneously, committees comprising of officers from the Central Government, as well as the State Governments, have been constituted for the drafting of Model CGST, SGST and IGST laws, and GST business processes of registration, refunds, returns and payments.

The draft Model CGST, SGST and IGST laws, along with GST business processes for filing of returns, shall be put up for inviting comments of stakeholders in due course. Presently, the draft business processes on GST registration, GST refunds and GST payments are being published.

The Report of the Committee on GST Payments is available here. Comments and views are invited on these business processes by 31st October, 2015. Users are requested to keep in mind the guidelines for posting their comments:

#GSTPayments sir your GST act is a visionary step but there are many issues which hamper prising power in old format of taxation which put indian goods to disadvantage compare to imports they need to be sorted out. Eg: In VAT system price mentioned on invoice is calculated after adding tax, half tax is refundable after purchaser pays his share in linked up system as GST envisages. But such calculation of pricing in last 10 years has scuttled manufacturing in india

We may not that familiar with #GST, but what we are facing, is from becoming a small company, if we want to purchase any office, the biggest difficulty we face is huge difference of actual amount, and amount in paper. Major amount is being asked in cash, while the amount of office in paper goes way down to actual amount which we are supposed to pay ! Stuff like these are biggest hurdler not allowing to pay taxes and other things honestly, and Government finds more ways to get tax. #WeNeedChange

Sir, I think all merchant should have online A/c with the GST System Merchant has to log in to server to generate Tax Invoice. If GST Credit is there in their A/c. than only Tax Invoice to be generated, if balance is not there than one has to put money in GST A/c to generate sell. Once Tax Invoice, generated on-line, immediately buyer's GST A/c should be credited with this said GST Amount. Because of this there will be no fraud occur, system will be transparent & buyer will get Credit instantly.

In respect to GST, the taxation system should be simple and quick. The best method to collect the GST at initial level, There should not be system of added and cenvat method and payment of balance tax at the time of selling the end user. AT the first point of production and sales to dealer or whole saler, the whole amount of tax at the specific rate should be collected. It should be mandatory to file GST return by all the registered dealer for cross check of transaction monthly or quterly.

#GSTPayments There are two types of sale where there is tax credit and where tax is deposited in GOI treasury. So when a tax credit sale happens the when sale is reported the buyer's account get automatically credit he is not required to file purchase return. At present the buyer is filing a purchase return and tax department is verifying it with seller. But in this system the department is not involved for verification it is automatically tallied and buyer will verify it on behalf of TAX dept

#GSTPayments where there is no tax credit ( retail sale ) and where there is tax credit ( sale to processor ) .... When retails sale happen the sales is reported and deducted from the tax credit available on line .... when tax credit sale happen the tax credit is directly given to buyer so the buyer account is credited so the buyer has not to file a purchase returns for getting tax credit which is to be verified by department so all tax payer need to open two bank accounts for paying GST
