The Manuals on Policies and Procedures for Purchase of Goods, Works and Consultancy were issued by this Department in 2006. These Manuals were prepared in conformity with the General Financial Rules, 2005 and contained broad generic Guidelines. To suit their local/specialized needs, Ministries / Departments were to supplement these manuals by issuing Detailed Operating Instructions; Checklists and customized formats to serve as practical instructions.
　　　　
It has been now decided to revise these Manuals and the copy of the revised Draft Manual for Procurement of Consultancy and Other Services can be read here.

It has been also decided to initiate stakeholders’ consultation on the Draft Manual. In this context, Individuals, Industries Bodies and all other stakeholders are requested to review the provisions of the Draft Manual on Policies and Procedures for Procurement of Consultancy and Other Services and send their suggestions / comments on MyGov. Ministries/Departments are being separately requested to send their suggestions/comments in this regard.

Give TA and DA beyond 60 years of age to all those whose are taken as consultant after discussion with those by relating their contributions recorded in Personnel Appraisal Report. This will get the experienced services at least cost. These consultants can work as regular employees like PA to PM, CM etc

सामाजिक घटक के रुप मे बचत गट समुदाय को महत्व दिया गया था लेकीन बचत गट के नाम पर भी दलाली हो रही है। कंञाट बचत गट समुह सच मे काम करते है, या फिर कमिशन पर दुसरो को लाभ देते है ईसका चिंतन होना चाहीए । बचत गट बढी माञा मे सावकारी व्याजो पर कर्जा बाटते है, क्या शेकडा दस टक्का व्याज ..... चिंता का विषय यह भी है कि,....

Need an open tender without changing technical requirement till last so that tender can not be rigged and one promoter should be able to apply only once no multiple front companies for single group.
