The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Virtual currency is being widely used and I strongly feel that Bitcoin must be legal and regulated so that nobody can misuse it. The government on one end talks about Digital India and someday you will have to accept Bitcoin. I supported and voted for Modi Government now its their time to support us. Thank You.

Heartly congratulations to hon. PM and Govt. Team for successful completion of 3 years period of HON.PM. Narendrabhai Modiji Government, Hon. PM has made many programmes, schemes, projects, which is very usful to poor, small, medium people including agriculturist and labour. Hon. PM has worked 24'7 * 365 without any leave or break is proud to all people of our nation,many project has been completed at highest speed and inaurgarated within 3 years period is really a great achievement, best wishes

Virtual currency should be legalised in india as as it is highly profitable for country like ours for example if 10k was invested in btc currency in 2010 then today we would have 66 crore in prohaveand it is p2p based so transaction is direct(no need of banks or any middle man for payment) reducing time limit and its secur as far as money laundering is concerned then bank transaction should be regulated as bank account are needed for buying bitcoins (https://goo.gl/jN3RmW)

Indian government should make bitcoin and other digital currency legal. This is future of world. Government should also issue licences for companies involve in trading in bitcoin and make them authorize for trading.

Bitcoin must be legal in India.Australia,many Europion countries,Japan,China,South Korea has accepted cryptocurency.RBI should issue proper guideline for KYC and should impose proper tax to control black money.It will improve financial condition of people.It will be a part of digital india. In my view govt should have there own recognized exchange for crypro currency. Under supervision of govt body like SEBI. It can be a very good source of revenue for govt. And since every developed countries are going with cryptos so we should also follow it.

bitcoin ko legal keya jay q ke india ko Sarkar digital india kar na chati hai to ya bhe ek digital currency hai jo kahi country mai legal hai. iska fayda hai ke peer to peer means jesko paisa transfer kar na hai usko jald sai jald paisa transfer ho ta hai kam paiso mai or jo country mai legal hai udhar sai apun bitcoin sai purchase kar saktai hai or vo bhe fast.apnai pass paisai lay kai jaa nai ke jarurat nahi hogi.or hum jab bitcoin purchase kartai hai tab hum bank sai he purchase kartai hai

If Indian government want to make INDIA digital.first we should be digital.see human beings and other animals can't stand and live without backbone similarly every country has its own backbone means economy system.if we want to digital india first make our economy system digital.and cryptocurrencis and bitcoins very helpfull in making digital india..
