The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Virtual currencies should be legal in India also many countries using virtual currency. indian will also need to use to make India digital

I believe VC's should be observed for the time being as its still in nascent stage. But govt. should, in consideration with companies or organisations dealing with VC's, should frame a guideline under the guidance of RBI about what kind of regulations are required. They should also review the system adopted in countries which has legalised the use of VC's. After that,govt. should come up with strong regulatory framework.Banning a technology which is gaining its ground worldwide is no solution.

It is humbly requedt to Indian Givt that Bitcoin Should be Legal In India it is digital way of earnings and PM Narendra Modi also support digital India Mission so Bitcoin should not be banned.. Its Making India Financialy strong

Virtual Currencies are very efficient mode of transfer of money around the world. In my opinion Government should observe virtual currencies first than to make any drastic decision. Initially government must make people aware of this new technology and encourage them to use it. Government should not banned it as it will be against digital India campaign started by government itself. RBI should monitor the buying and selling of VCs across 3-4 platforms that are working in the country.

Bitcoin must be legal in Digital India. It can change mindset of our country's people. Still now a days people are afraid about online transactions or may be unfamiliar with the online transactions. By legalisation of bitcoin in India most people will know about bitcoin and they will take interest in this. As result maximum people will be digital. So legalisation of bitcoin is very necessary for our country.

Yes Bitcoin is very much for Indian peoples and best for Indian Economy. So we are waiting to approved legal by Indian Govt.. and we focus to earn millions or bitcoin. Thanks

virtual currencies (BITCOIN) should be legal in INDIA because many of countries legalised it like Japan, Australia and recently korea..if we accepted Bitcoin then there will not be any currency difference in between USD Dollar & INR...so it will helpful for India's financial growth. I think America will not accept it because of above reason. they know that if they accept bitcoin then ultimately Dollar will goes down. So in INDIA it should be legalised by indian Goverment. thanks Jay Hind
