The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Good for indian economy, as per PM modiji interested in digital india , this is digital currency help to improvement in economy. Modiji started digital payments mode, this is one of the best method of payment, regulated by india.

Bitcoin must be regulated by the government but at the same time it must be make sure that it's not used for terrorists funding.

It should regulasied I m in India As it is very usual for Indian Currency.. Bitcoin is far better nthn on going Fiat Currency.. It will also help our economy.. It should be regularised as countries like USA Australia, Japan, China.. Are accepting it.. N India should also accept it.. It is very useful

Bitcoin and some other crypto/virtual currencies has to be legalized and regulate in India because this is the future of global economy . India cannot lag behind from the rest of the world only because we don't understand the technology behind the cryptocurrency. It has great advantages than regular fiat currency. If Japan can regulate the bitcoin we should also think over that. This will be the future of digital India. We alraedy move from kala dhan to Jan dhan , now its time for digi dhan.

Every transaction in the block chain are recorded in the ledger, so it would be easy to track and trace financial transactions, which makes it difficult for those who violate law, to use technologies like Bitcoin.

Bitcoin should be regulated by governing body like SEBI. This will help to protect people interest as well as dream of digital India, with faster fund transfer. According to me government should approach SEBI because many world class investment companies are seeing bitcoin as future Financial instrument.

I would say that Cryptocurrency and blockchain technology is the future. Many developed countries have regulated and even Indian government/RBI should regulate but make it legal in India. As many steps are taken towards digitising India. This will be the major and important move towards development of digital India. We want government to know the power of this technology, observe and then take action on positive side towards bitcoin
