The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

I have the following suggestions to make: 1)Monitor the buying and selling of Virtual currencies by declaring them to be Digital Assets and taxing the gains from them appropriately (May be similar to capital gain tax). 2) Regulate the Currency Exchanges in the country by deploying laws which force them to sell or buy the currency in an honest and just manner i.e. the price should reflect the prevailing market prices and should not be manipulated by these exchanges.

आदरणीय मोदी जी, आप बिटकॉइन जैसी करेंसी को मात्र राजस्व प्राप्ति हेतु बढ़ाना चाहते हैं पर जिस pacl कंपनी ने इतना टैक्स दिया उनके ग्राहकों व् एजेंटो की पीड़ा को समझने वाला कोई नहीं है। लोग आपसे आस लगाये बैठे हैं। कृपया कुछ कीजिये। हम दुखी लोगो का भविष्य, हमारी निधि हमारे प्रिय प्रधानमन्त्री के हाथ में है। आपसे अपेक्षा करते हैं कि आप हमारे कष्टों को दूर करने का सार्थक प्रयास करेंगे और जनता से इस बारे में कुछ कहेंगे। जय हिन्द।

Many people who put comment here are confusing between Blockchain and Virtual currencies. They are completely different things. Blockchain is a technology behind one virtual currency called Bitcoin. Same technology can be used build some public services like health records. Bit coin is one of the many virtual currencies, legal in India as India does not have a law, making it illegal. But, Ideally it should be banned and people having it have to be put behind bars.

Bitcoin is like digital gold which gives great opportunity even for small investors.Indian government should legalise it.It should decide whether it wants to move in the right direction alongwith the developed countries by accepting digital currencies or remain backward like the countries which have banned it.Hope 'Digital India' isn't just a slogan.

Digital currency is international. By investing in digital currency any common person can become rich. So if any common person becomes rich then it will help our country towards development. Few days before I have also invested some money in digital currency and now I think I will become rich after few months. So according to me digital currency should be legal in India and profit should be tax payable. Jai hind.

Virtual currencies should be banned. For following reasons 1. Why WannaCry used BitCoin for ransom payment? 2. It is used for MoneyLaundering. 3. Drug paddlers and underworld uses virtual currencies 4. India does not have Full Account Convertibility, so virtual currencies should be banned. 5. There are multiple MLM schemes using Virutual currencies to con the common man. Bangladesh has made it illegal, why it is still legal in India, as India has not made it illegal.
