The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Yes definitely we Indian should legalise it as early as possible. we did find any reason to stop it. Goverment can monitor the transaction by its user. It is very fast and moving indian to digitize their life. But I am requesting goverment to monitor each transaction and make a body who will monitor the bitcoin transactions .

If developed countries are started regulating virtual currencies why India can't.If India is started regulating virtual correncies like bit coins or Indian first crypto currency the champ coin there should be massive growth in Indian economy because when indian crypto currency spread across the world and creating a goodwill then obviously income will flow to the India from all countries. So virtual currencies need to be regulated by creating seperate body's to undertake and efforts need todone

I would request government of INDIA to observe or regulate the digital/ crypto currencies in India. Bitcoin runs on blockchain technology and leverages a lot of potential for future growth of India. I think people should be made aware of the technology and better uses of it for the nation and mankind. When atom bomb was invented it's purpose was not to create a bomb but, to make it useful for mankind. Similarly, we need to ensure the advantages of virtual currencies are utilized.

Bitcoin should be legalised. All developed countries have no problem with that. Every time india has many problems. Thats y they are far more advance than india. India should be fully digital india. JAPAN has no problems why india have then. LEGAL BITCOIN LEGAL BITCOIN LEGAL BITCOIN.

It's very powerful technology.Every transaction is recorded on block chain and can be traced easily.We should learn from countries like Japan who have made rules to make it legal. No country has banned it and in future more countries will adopt it. We should not kill it but reap the benefit of it.

yes, BTC transactions should be regulated by keeping an eye on the exchanges. And it should be legalised as well the way Japan did it. It's an upcoming new & creative phenomenon which needs to be understood & taken into regular practice. Besides, general people need to be imparted proper education regarding Crytocurrencies.

I think that Bitcoin and should be legal in india. Because it is a future currency our digital india.Indian Government should learn from developed countries like USA and Japan. Regulations should come to handle the crypto currencies

yes virtual currencies should be legalized in India,because it is the new face of the currency,And we should all look forward with the adequate preparation to the global change happening around the world,if we want to grow and become developed country,we just cannot turn off our face from the fact that other bigger and developed economies like Japan are legalizing crypto currency ,even Russia is moving towards legalizing Crypto currency, We should welcome change by being part of this change.
