The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Bitcoin is the best opportunity in india and got it and also i request for our PM Modi sir Bitcoin must be legalise & regulate in INDIA as per digitalisation developing countries also regulate. So pls sir need this virtual Currency like Bitcon,ETH etc in INDIA DIGITAL INDIA GREAT INDIA NO -1 INDIA JAI HIND

Yes..!! Virtual Currency (VC) should be legalized.as of now most of the developing and develop country accepted the VC. Form VC gov will get huge tax that can be used for developing the country.In 21th century is the digital world so we have to go through as well. Gov can monitor bitcoin exchange company for tracking the real time transactions. Accepting the virtual Currency like Bitcon,ETH etc.It will be worth for cashless india ,which is moto of our Prime minister.

Definitely Virtual currency like Bitcoin and TCC (The CHAMPCOIN) must be regulated in India. If our government is thinking to make India as Digital India than Govt must have to Regulate Digital currencies. There is always some Pros and Cons for everything. If Govt want they can implement tax system on this currencies as well if they regulate. But according to me it must be regulated and it will give boost to Indian Economy.

As of now 52 countries have regulated the virtual currencies. out of about 700 VCs, Bitcoin is the most popular one and needs to be legalized in India. The exchanges in India like Zebpay, Unicoin etc should be under the monitoring of government and such exchanges to ensure all legal compliances as per the set norms by the government.

Government is promoting Digital India, so it is expected that they should promote Digital Currency like BitCoin. Making it legal will be convenient for Investors[Safety of Investment] as well as Government[Tax Revenue]. Japan & Australia have legalized Bitcoin and they are way ahead of us, so we need to learn from them. Hoping for positive outcome.

Digital currency is in line with respected PM Narendra Modi's vision of digitising the currency in India. It will help India get cashless immediately. Also it has below benefits which has led countries like Japan, Russia etc to legalize them. Let India not stay behined in this run.Benefits :1) Fraud: Cryptocurerncies are digital and cannot be counterfeited or reversed arbitrarily by the sender, as with credit card charge-backs.2) Identity Theft is avoided.3) Immediate Settlement4) Access to all.
