The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Crypto currencies shouldn't be banned at all. It is the future currency through which Indian economical condition can also grow. I know that there are pros and cons of everything but here is the matter if country's growth. So , it must not be banned. Otherwise the people will it from foreign exchanges also. Government can't stop then.

Yes I do agree with the virtual currencies should be legalised in India so that we can say India is Digital India.Like Bitcoin there are other currencies also called as crypto currencies e.g.One coin is also known as crypto currency and about more than 45 thousands people are from India into this. So I suggest to our PM Shri.Modiji also allow these currencies in India like other countries which have already legalised so that people from India can purchase and it will be beneficial for Indians.

as of now it is one of the highly demanded crypto/virtual currecies in the world. from my point of view these currencies should be legalised as any of the transaction done in purchasing or selling of bitcoins is invoved with certain identity and legal bank account. Any of the payment method like IMPS, via cash deposit , Paytm etc used in bitcoins transactions never hide the person who is transacting , it can be easily traced. so government should take steps to legalise crypto currency i.e. BITCO

bitcoin best way hoga India ko cashless banane me. Abhi sab dihital ho rha h so currency bhi digital hona chahiye.. bitcoin India me legal hona chahiye

Definitely Virtual currency like Bitcoin and TCC(The Champcoin) must be regulated in India. If our government is thinking to make India as Digital India than Govt must have to Regulate Digital currencies. There is always some Pros and Cons for everything. If Govt want they can implement tax system on this currencies as well if they regulate. But according to me it must be regulated and it will give boost to Indian Economy.

All Digital Currencies(crypto currencies) should be legal in India,because of crypto currencies are most secure and transparent currencies in the world and globally excepted.Most powerful and developed countries excepted because of its reliability and security therefore it should be also legalise in India.

Embrace it. Don't kill it. a) VCs should be observed. Complex regulations will only hamper India's growth in the global industry. b) I am largely of the view that VCs should just be observed. Ponzi schemes and scams regardless of their use of VCs should be banned. c) i) I am of the view that DABFI is competent to self-regulate the Indian bitcoin industry. ii) To ensure consumer protection Bitcoin should be legalized and it shud be made possible 4 citizens 2 sue & defend their rights.

Yes crypto currencies or virtual currencies must be legalized in India for the development of citizens of India such as the Champcoin (TCC) and bitcoin (btc)
