it must be checked before boarding the trains, like done at the airports. People must educated by advertisements, display boards at different places all over. And if any body carrying inflammable material, and caught, then SM and other authorities responsible for particular stn , must be held responsible for it.

Bring in Check in timings for trains to support better security checks. Luggage should be thoroughly scanned to get entry to railway stations against valid tickets supporting travel. Stringent weight on luggage per berth and charge for excess baggage. Stringent Video recording of waiting room/people boarding the train.

the passengers should be able to pass on information on such violation by sms to the railway authorities, most of time the passenger does not want to take up fight with the fellow passenger with whom he/she has to continue journey for next several hours

The station should improve security at the exit/entrance gates. The people should go through a checking procedure to make sure they do not carry harmful stuffs. The stations should be made like airports.

Checking each and every person is not a feasible task especially at railway stations in small cites and villages. So motivating people not carry inflammable items while travelling the task that can be done. Use of newspaper ads, television commercials, social media can be effective in this scenario.
