TRAI had floated a consultation paper titled “Encouraging Telecom Manufacturing in India” on 28 December, 2010 and the recommendations on “Telecom Equipment Manufacturing Policy” were published 12 April, 2011.In the past five years, there has been an exponential growth in the technology in the telecom sector. A need has therefore been felt to revisit the issue of “Promoting Local Manufacturing in Telecom Sector”. In light of the above, the Authority has suo-motu decided to issue a consultation paper on “Promoting Local Telecom Equipment Manufacturing”. The present consultation paper has therefore been aimed to realistically assess India’s true potential in equipment manufacturing with the aim to arrive at recommendations that would enable Indian telecom industry to transition from an import-dependent industry to a global hub for manufacturing.

The consultation paper has been issued with the following objectives:-
(a) To identify the policy measures required to boost Innovation and productivity of local Telecom manufacturing in India.
(b) Examine the existing patent laws in context of promoting local manufacturers.
(c) Examine the issues of Standardization, Certification and Testing of Telecom Equipments and suggest a framework for improvement to support local telecom equipment manufacturing.
(d) Examine issues related to IPR affecting the local telecom equipment manufacturing industry.
(e) Examine the current fiscal incentives to promote the local telecom manufacturing and recommend measures for implementation in the future.
(f) Identify measures to be taken to attract foreign investment for setting up establishments in India.

Govt./Deptt should be allowed { dare to recommend excellent make/ safe /secured mobiles? As we are in global system,We need to involve the already good existing government and non-government telecom equipment manufactures consultation. Also the current and future equipment forecasting how it going to move.We have figure out the Top failure cases ,we should avoid those type of issues.Minimum level of user equipment needed more focus .So that all will in connected nation.similarly for advanced devices also needed focus.

The most that a local manufacturer lack is innovation in design and quality, if these to condition are met the basic problem will be solved for that we can bring foreign ideas and people to share the knowledge till growth and most important is that it will change the cost effective and technology required and for that we need brains with equality not reservation:- (note:it don't represent any cast or culture it represent education)

Efforts to be taken to make policies to boost BSNL & MTNL as these are not tie up with other PSU's to provide Mobile services at par with private operators . BSNL / MTNL always says -matter of policy when customer organisation requested for change in tariff plan.

It is seems that government is favouring only one telecom operator Reliance Geo. Due to which all other operators are shuting down their operations & lacks of people lost their job. Such kind of situation dangerous for telecom sector & society. Need changes in policy on top priority.

Local manufacture company can work with existing external(out side India) manufacture in collaboration with help of Government. Government can help to introduce local manufacture company with established external manufacture company.Government can offer like reduce Tax / R&D support for local manufacture company. Local company can jointly work with local (Indian) telecom company like BSNL, Vodafone, Airtal etc..BSNL can create a plan for all Indian a free connection with LocalHandset

Hon. PM and Govt. has made great effort for quick progress in Swachchhta Mission, within last 2 weeks, so many events of swachchhta done at various level, I want to suggest that, to achieve the target to make our nation clean, One year should be celebrate as Swachchhta year, special packages and funds should be given to grass root level e.i. grams, taluka, district, city, society, street , area , etc., various competition and award to be given,NGO,govt. insti.should also join it, best wishes

To boost local telecom sector special incentives to local players like- relaxation in taxes for some period of time, help from government in getting NOC , to be given. Focus of government to be on bringing schemes to enable people to enter this sector. Set up bodies that help persons regarding IPR, Standardization, Certification and Testing of Telecom equipments.
