Clarity and Simplicity: Ensure that the language and provisions of the bill are clear and easily understandable to taxpayers, businesses, and enforcement agencies. Complex language or ambiguous provisions can lead to misunderstandings and disputes.
Harmonization with GST: Since the Goods and Services Tax (GST) has been implemented, ensure that the provisions of the Central Excise Bill are aligned with GST laws to avoid any conflicts or double taxation issues.

The current Central Excise Act was enacted in 1944, in pre-independence India. The new bill will focus on promoting ease of doing business and repealing old redundant provisions, the Ministry said. The proposed Bill has 12 chapters, 114 sections and two schedules
Central excise duties are levied by the Union Government on commodities manufactured or produced within the country and consumed within the country, as against the State excise duties which are levied on alcoholic drinks, opium, etc.
