In order to engage with the stakeholders and invite comments from the public at large, the Department of Revenue has decided to make available the draft Model Laws on Goods and Services Tax (GST) in the public domain.

There are two Model Laws on GST which are being put up in the public domain. This discussion pertains to the Integrated Goods and Services Tax (IGST) Law for the Centre which relates to Goods and Services tax on supplies in the course of inter-State trade or commerce. The draft law can be seen here. You are invited to submit your comments / feedback on the draft law through this discussion on MyGov.in .

To facilitate the analysis of the comments / feedback, you are requested to add a hashtag to your comments. The hashtags should be added using the following scheme:

Use the hashtag #IGSTChap1 for comments pertaining to Chapter 1 of the IGST Law, #IGSTChap2 for comments pertaining to the Chapter 2 of the IGST Law, etc.

In case you have more than one suggestion to offer, you may find it convenient to type out your comments in a separate document, with hashtags specifying the Chapters for which the comments are being given. This document can be converted into a PDF and uploaded in the discussion thread.

Respected sir, since commencement of India's Tax laws the Tax practitioners community is in front line with the Government to collect revenue for the development of our mother land, they are providing service to the country without expecting single rupee from the government, they are qualified and recognized by central and state laws, now a move in GST to wipe out the community will increase unemployment, I pray they should given proper recognization in GST regime too, GANESHAN MORTHODI, ITP

No state should deprive & discriminate any neighboring state/territory using political nexus on the following Goods/services -Medical services & goods -Essentials (water,milk,grocers etc) -Exempt/give credit of GST during/for any calamity locally for spearhead relief operations Ensure warm Check posts & no hostile relationship , trade should be normal , no political vengeance of any sort . Build mechanism to deprive the erring state

Use of powerful multi-lingual platform and one acceptable language for smooth understanding of the GST content and its application . Form a Translation Committee of all national languages to clear the doubts / come with explanations,in a sense that language barrier does not lead to litigation among states and thus unscrupulous lawyers / corporate exploit it to their advantage

Include in the GST Portal, predictive analysis/analytical tool to show the forecast of collection, what was actually collected as of any hour/time . All should be linked and give bullet data points & graphs depicting which industry/sector/area/goods or services is struggling for support and indicate the probable recessionary trend, thus proactively govt can inject / reduce taxes or workout strategies to counter inflation/deflation trends Ratios to GDP/CAD etc would be a great plus

GST portal should come with DEMAT option to upload all documents( challens/invoices/Reg.Nos/In & Outward,all logistics related proofs). May be accessible and hosted on cloud for FREE OF COST with READ only Access to those seeking RIGHT TO INFORMATION. The calculation of tax should be digitized and use adequate filters/exceptions/levies thus facilitate accurate calculation of taxes ,thus avoiding no room for discretion/related powers to authorities

Get rid of personal taxation, intensify the GST using the excess staff & effectively administer it. Don't allow for ambiguity and any room for discretion to the tax authorities ,which has paved for corruption at all times . Use of flash cards , FAQs , simpler Tax compliance norms is the need of the hour. No interaction of any Corporate / Agencies /middle persons would interact face to face. All queries / answers should be through digital/emails/voice chat/text

Jharkhand Value Added Tax Act 2005, Karnataka Value Added Tax Act, 2003 and Gujarat Value Added Tax Act, 2003 has already allowed Company secretaries to conduct VAT audit.Now with the implementation of GST Law replacing the State VAT, members of ICSI would be losing this recognition given to Company Secretaries by respective states. I hope this is not the intention of the central govt. Hence it is suggested that Practising Company Secretary shall be allowed for Audit under clause 42 of the Act.

Gst should replace all multiple taxes as Professional tax,and other as small entrepreneur can not afford for all and should keep more persons for such taxes. New WAYBILL for some states has been started. How much care does a small person has to take ?? For SME it has become too much difficult to survive !!

#ModelGSTChap11 Need more clarity on which books and accounts should be retained. #ModelGSTChap12 The rules for self-assessment/ assessment should be simple, clear and a one-point monthly/ yearly return filing for #CGST, #SGST and #IGST. The #IGST should insure the abolishment of any kind of electronic as well paper form, such as Permit/Form F (in case of stock transfer/Form C in case of inter-sate sales, etc….

As we are middle class retailer using manual billing,please 1.reduce complication in tax struture and make us more engaged in sales and purchase of goods,not on the calculation of tax. 2.Make a tax struture which is too easy thereby we are able to do filing of tax by ourselves without depending on tax practitioners who was the cause for delying tax paying #igst#
