Recently, the Hon’ble Prime Minister Shri Narendra Modi addressed the webinar on effective implementation of the Union Budget provisions in the defence sector. During his address, the Prime Minister said that the webinar was of great significance as it focused on the important issue of making the country’s defence sector self-reliant.

The Prime Minister said that the defence corridors that are being built in the country today would also help local entrepreneurs and local manufacturing. That is, today, self-sufficiency in our defence sector has to be seen as the empowerment of these two fronts – “Jawan as well as Youth”.

The key announcements in the Union Budget related to Defence Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:
• Budgeted expenditure for capital outlay in defence increased by approx. 19%, highest in 15 years
• Disinvestment aimed in the sector to increase opportunities for private players
• Reduction in customs duty rates to nil for import of parts by public sector units (under Ministry of Defence) for manufacturing of aircrafts and parts

A significant beginning in defence indigenisation was made in 1983,when the government sanctioned the Integrated Guided Missile Development Programme (IGMDP) to develop five missile systems: Prithvi (surface-to-surface) Akash (surface-to-air) Trishul (the naval version of Prithvi) Nag (anti-tank) Agni Ballistic missiles with different ranges, i.e. Agni (1,2,3,4,5)

Indigenisation is the capability of developing and producing any defence equipment within the country for the dual purpose of achieving self reliance and reducing the burden of imports. Self-reliance in defence manufacturing is one of the key objectives of Department of Defence Production. Defence Research Development Organisation (DRDO), Defence Public Sector Undertakings (DPSUs), Ordnance Factory Board (OFB) and private organisations are playing a critical role in indigenisation of defence

14, should set up a separate Police Welfare Commission for policemen serving in the Army and Police. All members of the leadership should be basic guards only.

12, If the basic guards lodge a complaint against the erring superiors, action should be taken immediately. Top officials should be punished if found guilty on the basis of the complaint. 13, to enact new legislation to severely punish perpetrators of the murder of officers and guards serving in the military and police.

11, All pay (food, accommodation, dress, and privileges) given by the Indian Army and the police should be equally available to the basic guards. The difference between guards and officers should be mere rank and salary. Not to be distinguished from anything else. Everyone should be treated equally.

10, All buses carrying soldiers serving in the Indian Army must be bomb-proof and equipped with modern security facilities. Also, every bus should have a toilet with a drinking water facility.

9, the police should pay Rs 40 lakh compensation to the families of the victims of the accident during working hours. Policemen serving in the Indian Army are required to pay a compensation of one crore rupees to the families of those who lost their lives while on duty.

8, Every police station should have a library with books on police-related laws, ordinances, legislative resolutions, parliamentary resolutions, and police welfare advice. In addition, a library should be set up to collect books translated into the regional language (Tamil) of the respective state.

6, No guards should be appointed to dismiss senior officers. All guards should be used for police duty only. 7, the guards have to do the simple procedure to take a vacation. Holidays applied for by the police should not be reduced or eliminated. Need to make way for simple steps to get vacations.

3, Seated buses for guards should be equipped with modern facilities including a fan. Also, large buses should have toilet facilities. 4, All guards must be given compulsory leave in rotation once a week. 5, all guards must be promoted after ten years. After that, every promotion should be given after 7 years.
