Recently, the Hon’ble Prime Minister Shri Narendra Modi addressed the webinar on effective implementation of the Union Budget provisions in the defence sector. During his address, the Prime Minister said that the webinar was of great significance as it focused on the important issue of making the country’s defence sector self-reliant.

The Prime Minister said that the defence corridors that are being built in the country today would also help local entrepreneurs and local manufacturing. That is, today, self-sufficiency in our defence sector has to be seen as the empowerment of these two fronts – “Jawan as well as Youth”.

The key announcements in the Union Budget related to Defence Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:
• Budgeted expenditure for capital outlay in defence increased by approx. 19%, highest in 15 years
• Disinvestment aimed in the sector to increase opportunities for private players
• Reduction in customs duty rates to nil for import of parts by public sector units (under Ministry of Defence) for manufacturing of aircrafts and parts

R/sir, Recently news read in media about busting of tunnels at LOC exposing sinister plot of terrorist to infiltrate and make our electronic wall porous. It may be necessary to use multiple systems of electronic wall, patrolling, dog squad, miniature drones, and trained bird species for effective controls. This will make it more difficult for terrorists to infiltrate and carry out their activities.

R/sir, Use of social media platforms for false propaganda & to quickly mobilise people has been seen in Bangalore, Delhi, Hathras, cases. All platforms like Twitter, Facebook, Whatsup, telegram, etc may be blocked & Indian platform may be provided to people for communicate and video conference meetings. With server in India, it is easier to get crucial evidence for action. We have enough talented manpower to develop such platforms. This will protect our country from biased foreign media.

R/Sir, 1)Focus should be on research and development in this sector and much more concessions are required to be given to increase R&D expenditure to public and private sector. Improving quality, accuracy is very important in this sector. Those who develop such technology should be rewarded suitably, so that scientists will be encouraged to give their best 2) In jaguars we have added two hard points on wings? Can we do the same with Rafel, which also has sufficient power to handle it?

R/sir, List of specific defence items with internatinally accepted quality must be prepared if not done earlier and time bound action to be taken to manufacture them in India and stop its import altogether. This will not only boost our production capabilities but provide opportunities to many industries to make India self reliant in this sector too. It is known fact that corruption do take place in procurement of these items. This will help us in many ways.

R/Sir, 1) More military schools should be opened to inculcate discipline in students and to pick up best for defence services. This will help to have disciplined and trained manpower in other paramilitary forces. Also this may improve work culture and productivity in industrial sector. 2) Public private participation in manufacturing defence related equipments with focus on export should be given priority to make the industry economically viable & to attract more private investment in sector
