Prime Minister Shri Narendra Modi addressed a webinar on the effective implementation of budget provisions in the Agriculture Sector.

The key announcements in the Union Budget related to Agriculture Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:
•Agriculture Infrastructure Fund would be made available to APMCs for augmenting their infrastructure facilities.
•Keeping in view the transparency and competitiveness that e-NAM has brought into the agricultural market, 1,000 more mandis will be integrated with e-NAM.
•Enhancement of Agri-Credit target to ₹ 16.5 lakh cr. in FY’2022 with focus on increased credit flows to animal husbandry, dairy and fisheries.
•Micro Irrigation Fund, with a corpus of ₹5,000 cr. created under NABARD, is proposed to be doubled by augmenting it by another ₹5,000 cr.
•Warehousing assets of CPSEs such as Central Warehousing Corporation and NAFED will be rolled out under the Asset Monetization Programme.
•Development of Multi-State Cooperatives & all support by Government to them. To further streamline the ‘Ease of Doing Business’ for Cooperatives, setting up a separate Administrative Structure for them.
•PLI schemes with an outlay of Rs. 10,900 Cr. to create manufacturing global champions for the Food Processing sector to become an integral part of global supply chains, possess core competence & cutting-edge technology, promote the value and enhance exports.
•To boost value addition in agriculture and allied products and their exports, the scope of ‘Operation Green Scheme’ that is presently applicable to tomatoes, onions, and potatoes, will be enlarged to include 22 perishable products.
•5 major fishing harbours – Kochi, Chennai, Visakhapatnam, Paradip & Petuaghat as hubs of economic activity. Inland fishing harbours & fish-landing centres along banks of rivers, waterways.
•To boost Seaweed Cultivation & Value chain resulting in increased incomes for Coastal Communities especially women to establish multipurpose Seaweed Park in Tamil Nadu.

We need to develop high quality agricultural products, because what we intake will be reflected in our healthiness. We should try to reduce the chemical use in farms. When we give unscientific chemically treated farm products to our children, we are deliberately giving poison to our upcoming generations. I recently saw a banana cultivation in foreign country, which is really in a scientific method and I am sharing the link here. We should encourage these innovations in agri sector.

भारत एक कृषि प्रधान देश है। महात्मा गांधी के अनुसार भारत की आत्मा गांवों में निवास करती है। प्रधानमंत्री जी आपसे आग्रह है कि आप किसानों मजदूरों व वंचित वर्ग के गरीबों के लिए कल्याणकारी योजनाओं का शुभारंभ करें। देश के युवाओं को रोजगार प्रदान करें। रोजगार के नए आयाम स्थापित करें। आत्म निर्भर भारत के लिए आपको सबसे पहले शुरुआत ग्रामीण कुटीर उद्योग से करनी चाहिए । उम्मीद है कि आप इस ओर ध्यान देंगे । तथा प्रत्येक मजदूरों व किसानों की सुरक्षा के लिए निशुल्क बीमा योजना शुर करें।

Like many other agriculture policy enthusiasts, I too had made my wish list expecting specific announcements in the Union Budget 2020-21. I even shared my thoughts in the social media, much to a broad acceptance of friends following me. In fact, few of the 16 points agenda of the Finance Minister, directly or indirectly, have addressed some of my commonsensical recommendations, emanating from experience in the agricultural policy space and little bit of domain knowledge.

Agriculture is the backbone of the economy of our country and it has a high potential to be a better option for employment generation. So government should give maximum notice to the agricultural sector and generate employment in agriculture sector. And the main objective should be to educate the farmers related to the various schemes of government so that all farmers can get benifited.

Inclusion of daily Agnihotra Homa performing in the firmland and using its ash as manure can change the direction of Indian agriculture .Involving young enterprenures in production of vermicompost by cowdung and using it as manure instead of chemical fertiliser, in the farm land. Introduction of these two things will make all the agricultual product organic and production will increase in manifold and cost will be reduced.x

Long pending Structural Reforms: It is very heartening to note that the Finance Minister has proposed to encourage States to implement much needed structural reforms like land leasing; agricultural marketing and contract farming. These legislations have been advocated by the National Commission on Farmers; Committee on Doubling Farmers’ Income; NITI Aayog and a number of think tanks working in agricultural policy arena. Even model laws have been circulated to States for their consideration.

Plant Defense mechanism is important aspect in herbivore coevolution. Even to another heights of aspect, Animal cell culture could be used for Defense mechanisms in herbivores. Taking into consideration, the Insecticides, Pesticides the natural Organic farming by applying the Animal defense mechanism could suffice. So much of the budget must be allocated to Agriculture Sector for encouraging Organic Farming, Natural Pesticides and Insecticides, Composite Manures etc. esp. in farm to be Contd.
