The objective of the Group is to brainstorm and invite considered views of all stakeholders in Chemicals & Petrochemical sector that include polymers, plastics, synthetic rubber basic Chemicals, pesticide, dyes etc. The sector is touching the lives of each and every member of the society. This sector has tremendous potential of growth vis a vis the contribution of this sector in the world economy, especially in the manufacturing sector in developed countries. The sector also offers employment opportunities for a large population.

As the sector is already liberalized, which has also resulted in a rapid increase in imports, there is a need to review this situation and to promote domestic manufacturing by attracting large investments and providing facilitative policy regime. At the same time, sustainability and environment friendliness of the industries in this sector also has to be ensured as an initiative as part of ‘MAKE IN INDIA’ campaign of the new government.

Comments and views are invited from the stakeholder at large.

I request the chemical ministry to make an atlas of the chemical industries of India dividing it into 4 groups of very large to small. Please note that if not properly monitored it can cause worst disasters & pollutions.A proper mapping with sensors can ring an alarm to the local authority to take appropriate measure, which should be foolproof to stay clean of bribing too.People working there in hazardous conditions need to be monitored too.

Why cant we have a Rail Vikas Patra where people can buy bonds for a fixed time frame. Based on the way Railways perform, a bonus can also be given to subscribers. This can be used to generate funding for improving the Railway infrastructure. These bonds can have an additional IT rebate apart from 80C and 80CC. It will be seen as nation building activity if properly propositioned. We need not go to ADB or any regional bank for funding.

As per law, the pollution clearance, of any chemical for commercial use (any quantity), requires environmental clearance. Environment clearance is time consuming and expensive hurdle for small entrepreneurs. This is irrespective of process, being polluting or non-polluting. I suggest that pollution clearance should be simplified for SMEs. Experts should be authorised for non-pollution certification. The certified non polluting proces should be given pollution clearance without environ.clearance

We should publish the list of chemicals being imported along with value and quantity, So that our researchers can identify the need for process development for right chemical in the country. Our researchers have enough capability and they can develop the process technologies quickly. These technologies can be used in collaboration with industries for commercialisation. Even students may be funded to use the developed technologies for employment generation.
