The education system in the 21st century must promote innovation while revamping the traditional educational system. The need for quality improvement in the curriculum and the desire to equip students with 21st century competencies has brought innovation at the core of the educational ecosystem. Hence, school culture that support innovation should be developed and encouraged extensively. The National Education Policy 2020 has a big focus on innovation as a tool for revamping the educational system.

In view of this, CBSE along with the Ministry of Education’s Innovation Cell has developed guidelines for schools for promotion of Innovation and Entrepreneurial skills in students, titled ‘National Innovation and Entrepreneurship Promotion Policy (NIEPP)’. The policy guides school education systems on various measures that may be adopted to promote a learning environment where creativity, ideation, innovation, problem solving and entrepreneurship skills of students are nurtured, irrespective of their age.

There should not be any educational criteria for entrepreneurs and there should be an uniformity of gender as well. The patent and allocation of working capital should be provided by the agency concerned therewith, it must be delivered on the door to door or spot verification campaign. The list of tools, machinery and raw material must be availed to the next aspirants before the commencement of the training program at the nearest point without charging the abnormal rate of fees. The practical training and the knowledge of android phones and tablets are the major factors to becoming a successful entrepreneur. Finally, the role of the mentor should be a true motivator, aspirants must be confirmed they have nothing to lose rather would gain more than the lives being trailed without risks, as there is no risks then there is no gain.

In this cluster formation of school is best .If one will deviate from these format of cluster , policy will fail at school level as SSA & RMSA . No body is assigned responsibility of failure of previous policies. Some states are under the pressure of teachers union's and have started to break cluster, bad.
