Develop countries like America, Russia are still depend on Coal energy. But one day mining will end when there will be no coal. Coal distribution may only upon state need basis (because we should move to Renewable Energy as fast as possible) Currently we only use Rail ways, we can use other ways like: Great Lakes, River, Tidewater piers, conveyor, and slurry pipeline etc

its very simple just improve and increase the road as well as rail infrastructure for transportation. remove redtapism from the govt. departments. provide coruption free environment.

We should push the transportation of coal via waterways which is the cheapest source of transportation. After achieving the target of 111 waterways it will become more beneficial. PS: Kindly pass the GST bill as fast as possible by setting aside your(congress BJP) hereditary disputes. It will automatically fasten the distribution process and will be much cost effective as well.

should be purely need based. it would perhaps be easier to shift coal based power houses near the coal fields and states should co operate. it would however be difficult for states like TN but they have the nuke based power or hydropower. coal movement from coal fields like dhanbad etc. involves a lot of theft. that should first be prevented. feasibility of runthrough trains for coal trains should be considered.

Spatial mapping as suggested is quite a good idea.Connecting a cloud based server network of all weighing machines where coal is weighed for the 1st time in a mine for daily production. Secondly, identify the biggest consumers of coal, eg-Power sector and have them take responsibility for transport themselves instead of any middle agencies. Finally, announce annual bonus for all employees of a mine where coal production and the weight taken by cloud based server matches delivered weight.

Sorry I missed adding another point. While developing such a Spatial Database (MAPPING) it would be critical to collect the break-even energy cost of consumers such that one could decide if at all carrying coal from one source region to consumer is justified

Coal Quality-Transport Distance-Transport Mode are interlinked. The extent coal could be carried is guided by its quality (energy value) & infrastructure available. A proper SPATIAL MAPPING of coal quality produced from each region against transport infrastructure presently available, could help planning for future need
