Popular destinations must be freed from touts.Government must take strict action against them and local people must be trained as guides. Every charge for e.g. travel, sightseeing, transportation etc. must be displayed at public places such as railway station, bus stand, places where people visit more, so they are not cheated by touts who take disadvantage of tourist as they are new to places and they do know perfect charges.
