ED को मजबूत बनाना है तो हमे ऐसा सिस्टम बनाना होगा जो लोग बिना डर के खुफिया जानकारी सरकार को दे सके. पहले गाँव में कोई भैस भी चोरी हो जाती थी तो दूसरे गाँव तक मोजूदा कोई व्यक्ति भी बता देता था कि ये तो उस व्यक्ति की है. illegal activity का तो सवाल ही नहीं उठता. हमने उस security system को शहरीकरण के कारण खो दिया.

हमारे देश में जितने इंजीनियर पास हुए उस हिसाब से हम नौकरियों को नहीं दे पाए. नतीजा ये हुआ कि हम manufacture ecomony नहीं बन पाये और वो सभी इंजीनियर अलग अलग सरकारी विभागों में कार्यरत हो गए. जहा उनको अलग ही मानसिकता से काम करना पड़ रहा है कि बहुत से सरकारी विभागों में कोई कर्मचारी 90 %वाला है और कोई 40 %वाला. दोनों की मानसिकता का स्तर अलग अलग है 40 वाला हमेशा 90 %वाले को यह ताने देता है की क्या जरूरत है इतनी पढ़ाई की. उसको रिफॉर्म करने से रोका जाता है काम करने से रोका जाता है. यहा तक कि काम ना करने वाले को सीनियर द्वारा प्रोत्साहित किया जाता है.
