Public Procurement Policy for MSEs Order, 2012 has been notified under section 11 of MSMED Act, 2006.
The Policy is effective from 1st April 2012 (Gazette notification on 26th March 2012).
The objective of Policy is promotion and development of Micro and Small Enterprises by supporting them in marketing of products produced and services rendered by them. However, the policy rests upon core principle of competitiveness, adhering to sound procurement practices and execution of supplies in accordance with a system which is fair, equitable, transparent, competitive and cost effective.
Salient features of the Policy:
Every Central Ministry /Department / PSUs shall set an annual target for 20% procurement from MSE Sector.
A sub-target of 4% out of 20% target of annual procurement earmarked for procurement from MSEs owned by SC/ST entrepreneurs.
Overall procurement goal of minimum 20% has become mandatory from 1st April 2015.
Tender sets free of cost and exemption from payment .

Education Ministry is to set up a National Mission on Foundational Literacy and Numeracy. The responsibility for successful implementation for achieving the foundation of numeracy and literacy for all students till class three falls upon the states of India. This implementation is scheduled to be done by 2025.
6. One of the merits of NEP 2020 is the formation of the National Book promotion Policy in India.
7. Appropriate authorities will conduct the school examinations for grades 3, 5 and 8. The board exams for grades 10 and 12 will continue but the NEP 2020 aims to re-design the structure with holistic development.
8. Parakh national education policy is to be set up by the Government.
9. Special daytime boarding school “Bal Bhavans” to be established in every state/ district in India. This boarding school will be used for participation in activities related to play, career, art.

I would suggest for providing a single window service for registration of MSME industries with transparency using the state of Art digital technology platform. further suggest for liberal policy of Government in shape of subsidies , concessions , tax exemptions and entrepreneur development trainings and financial support from banking sectors . These steps will promote MSME industry and improve the country's economy growth . further impetus can be given by Government of India in providing the necessary guidance and regular interactions with domain experts in Information technology , finance and marketing etc.

My suggestion is to make the registration process more flexible and easy for the enterprises to apply. Provide a corrupt free government personal to assist those who are not apt in reading and writing.
