Historically India has been a world leader in higher learning. Our universities like Nalanda and Takshashila were foremost learning centers of the world. The profound knowledge of these centres attracted scholars from across the world. After these seats of learning ceased to exist, great universities of the western world came into being, marking the shift in knowledge production and dissemination from the East to the West.

We need to restore our rightful place and make our universities and colleges producers of knowledge for the world. In this endeavour, the government is committed to ensuring that our higher education institutions achieve the highest levels of global excellence in teaching and research. To start with, it is proposed to provide an enabling regulatory architecture to tenpublic and private institutions each to emerge as world-class Teaching and Research Institution. They would be facilitated by giving autonomy on academic, administrative and financial matters. It will enable meritorious and talented students of India and abroad, irrespective of their financial status, to realize their dreams and enroll for getting highest quality knowledge, taught by renowned global knowledge providers.

The above initiative is the beginning of our journey to restore the original mandate of higher education regulators, as facilitators and guides, driven by norms of self-disclosure and transparency, instead of top-down command and control and micromanagement, in the quest to achieve world-class standards in all colleges and universities. This would enable our universities to become leading global centers of knowledge production.

The aim is seek comments /views/suggestions from citizens on following documents:

i. Policy on Establishment of World Class Institutions
ii. UGC (Declaration of Government Educational Institutions as World Class Institutions) Guidelines, 2016
iii. UGC (World Class Institutions Deemed to be Universities) Regulations, 2016

1. Learning at WCI should be immersive. This may be by use of virtual reality, field-trips, IoT 2. Students should have access to teachers 24x7. Guru-shishya style 3. Gratification i.e. small tests and success help students learn and absorb subject better.

नांलदा और तक्षशिक्षा विश्व विघालय को आधुनिकता से लैश करना चाहिए और रिसर्च पर विशेष ध्यान देना चाहिए। एक बार फिर इस विश्व विघालय को दुनियॉ के श्रेेष्ठतम् विघालय मे शामिल करना होगाॅ।

In respect to UGC guidelines and regulations for establishment, I want to suggest that, the education system is very important for students who are getting education. The education system should be knowledge and practice oriented, the expertised knowledged should be given to students by expert lecturer, it should be practically shared by projector in graphycal as well as practical training should be part of education system, so students can grasp with fundamental concept of learning,best wishes

I want ncc, shout & guide in my college which is DAVIET in jalandhar, it is an engineering college so for physically fitness of student. Which is top most priority that company wants......, and by this we always be ready to tackel every situation

I would like to remind you few key points about our great well known Universities 1. Knowledge was given to students but with that there was connection with "DIVINITY". My direction is too include 'YOGA' which will make them more sharper. 2. there must be immediate practical implementation after theory been presented. We have enough resources to manage these too simple steps , which will make the student of our university better than the rest of the world.

Quality and training of teaching staff must be the first criteria for increased quality education. Control over mushrooming education institutes which aimed to make money. Degree certificate and job must be delinked. Emphasis on high quality research and scholarly people are to be absorbed into policy formulating bodies. Students are to be subjected to frequent IQ tests through thoroughly and thoughtfully developed questionnaires. Frequent,unannounced college facility verifications

First and foremost, quality of academic staff must be supreme. UGC-NET must be the minimum eligibility criteria. UGC has allowed appointments without NET. I am unable to understand, how can a professor who doesn't even clear NET exam produce world class students? PhD based exemption dilutes the very principal of UGC-NET exams.

Our Indian universities are not recognized by International Accreditation organization. So when we like to do any International course or certification it become a long and painful process. I am a passout engineer from AICTE approved Indian university but found difficult to do International Chartered Engineer Certification as the university or approving body not under Washington Accord , Dublin Accord and Sydney Accord. Govt. need to resolve this problem.
