Historically India has been a world leader in higher learning. Our universities like Nalanda and Takshashila were foremost learning centers of the world. The profound knowledge of these centres attracted scholars from across the world. After these seats of learning ceased to exist, great universities of the western world came into being, marking the shift in knowledge production and dissemination from the East to the West.

We need to restore our rightful place and make our universities and colleges producers of knowledge for the world. In this endeavour, the government is committed to ensuring that our higher education institutions achieve the highest levels of global excellence in teaching and research. To start with, it is proposed to provide an enabling regulatory architecture to tenpublic and private institutions each to emerge as world-class Teaching and Research Institution. They would be facilitated by giving autonomy on academic, administrative and financial matters. It will enable meritorious and talented students of India and abroad, irrespective of their financial status, to realize their dreams and enroll for getting highest quality knowledge, taught by renowned global knowledge providers.

The above initiative is the beginning of our journey to restore the original mandate of higher education regulators, as facilitators and guides, driven by norms of self-disclosure and transparency, instead of top-down command and control and micromanagement, in the quest to achieve world-class standards in all colleges and universities. This would enable our universities to become leading global centers of knowledge production.

The aim is seek comments /views/suggestions from citizens on following documents:

i. Policy on Establishment of World Class Institutions
ii. UGC (Declaration of Government Educational Institutions as World Class Institutions) Guidelines, 2016
iii. UGC (World Class Institutions Deemed to be Universities) Regulations, 2016

You can't have world class Universities without world class researchers, and you can't get world class researchers by paying them peanuts. I find the pay scale of researchers to be pathetically low that only people can't get anyother job apply to the same. Also the amount of research funding needs to be increased at all levels while reducing bureaucracy while applying to the same

In this context we can learn something from European countries making education free to all the citizens. Because the money paid to these educational institutions are so huge that it eats up most of our life times. We are very special breed in this world and still we are in search of educational institutions. We need to ensure everyone attends the same college/school rather than private and government institutions. If that is done then most of our younger generation might not need WCI's

To make a world class institution you need world class teachers. Scholarships for bright students to study abroad and then mandatory to come back and serve in Universities for a few years is one solution. Increase in salary of teachers is required. Otherwise we will just have the jobless of a batch teaching important subjects.

These institutes must be located need wise for example Kashmir valley requires a national institute of Psychological Science including Psychiatry so that those who are involved in separatist and anti India activity can be admitted in that institute and given anti anger drugs till there Vahabi ghost goes off.Top NRI involved in institution building should be invited.For example all ordinance factories may converted as practical lab facility for a national defence university and similarly other

World class institute should be established by signing MOU with world class Institute so that they can duplicate their presence in India and UGC must change guideline to allow rules as followed by those original Institute to be implemented in India also.If MOU is not possible,Government can em panel chairman of Top 100 institute in world out of which those interested can themselves or through there representative collaborate with Indian Government for establishment of these institute.

* विश्वविद्यालयों का पूर्व निर्धारित कैलेंडर हो जिसका कडाई से पालन किया जाए। *रिक्त पदों पर शीघ्र नियुक्ति हो *महाविद्यालयीन स्तर पर प्लानिंग को एक अनिवार्य विषय के रूप में रखा जाए ताकि अधोसंरचना,रेलवे,शिक्षा तथा वित्तीय प्रबन्धन के क्षेत्र में फैली अव्यवस्था को दूर किया जा सके। *शोध क्षेत्र में मौलिकता को बढ़ावा दिया जाए।

If we want to have a world class institution we should be open minded to accept the best brains available on this planet, irrespective of their cast, religion and race. Faculty appointment should be purely based on merit. Secondly we should make technology related start-ups affiliated to the institute. Entrepreneurs and Institute should collaborate each other. We should focus our science in Advanced Field Propulsion, Advanced Energy Technologies and Quantum Computation.

In India all research is based on Western findings;all new directions in science begins with identifying a state of matter which si not done in India;it is for this reason no Indian scientist( almost) is ever part of educational course material in IVY league Univs in US.Only Institute which has a completely original approach which every Indian scientist who has not got a nobel will deride is Institute for Semantic Information Sciences and Technology-www.insist.ac.in shd be supported

Dear Sir, Reservation based on caste should be scrapped. Admission for faculty, as well as students, should be merit-based. Underprivileged meritious student should be encouraged and financial support to them should be provided. Qualitative research and product should be promoted rather than publishing usless papers and patents.
