Historically India has been a world leader in higher learning. Our universities like Nalanda and Takshashila were foremost learning centers of the world. The profound knowledge of these centres attracted scholars from across the world. After these seats of learning ceased to exist, great universities of the western world came into being, marking the shift in knowledge production and dissemination from the East to the West.

We need to restore our rightful place and make our universities and colleges producers of knowledge for the world. In this endeavour, the government is committed to ensuring that our higher education institutions achieve the highest levels of global excellence in teaching and research. To start with, it is proposed to provide an enabling regulatory architecture to tenpublic and private institutions each to emerge as world-class Teaching and Research Institution. They would be facilitated by giving autonomy on academic, administrative and financial matters. It will enable meritorious and talented students of India and abroad, irrespective of their financial status, to realize their dreams and enroll for getting highest quality knowledge, taught by renowned global knowledge providers.

The above initiative is the beginning of our journey to restore the original mandate of higher education regulators, as facilitators and guides, driven by norms of self-disclosure and transparency, instead of top-down command and control and micromanagement, in the quest to achieve world-class standards in all colleges and universities. This would enable our universities to become leading global centers of knowledge production.

The aim is seek comments /views/suggestions from citizens on following documents:

i. Policy on Establishment of World Class Institutions
ii. UGC (Declaration of Government Educational Institutions as World Class Institutions) Guidelines, 2016
iii. UGC (World Class Institutions Deemed to be Universities) Regulations, 2016

#UGC: 11.1 deals with fee. Let us talk about IIT. Students pay less in comparision to the standard of education they get. But after passing out most of them migrate to USA or other countries. In any case, they get good salary even in India. So there should not be subsidy in fee. We produce IITians who help in development of USA. Fee should be reasonable in World Class Institutions. However, a poor student should not be deprived of education. Either scholarship or loan may be arranged for him.

#UGC: An institution can achieve academic exllence by 4 things - Admimistration, Faculty, Students & Infrastucture. As per 6.1, sponsoring organisation will select Chancellor / V.C. Academic achievements & experience are important while selecting administrators, but more important are integrity & attitude which includes ability to take tough decisions in the interest of the institution.Institutional interest should override self interest. Many institutions are ruined by great academicians.

Please preserve INS Viraat the world's oldest Aircraft carrier as a Musuem and that ship may be anchored near Mangaluru Port (Karnataka ) so that our future generation could understand our glorious past history in Navy. We have lost INS Vikraant ! Why not we preserve this ship at least ? It could serve as Education Medium for the students as well and Mangaluru Port would get name and fame .

Make quality of education available at cheaper fees. Give subsidy in education . Learn from Singapore. They invested heavily in education.

learning by doing is best way to learn -INTERNSHIPS at MNCs, for as many subjects n fiels as possible! SCHOLARSHIP like systems FOR SPORTS FIELD to get more GOLD N SILVER MEDALS for country!

4 There should be modern as well as natural parts in the infrastructure of the universities. Multistorey buildings , moderns laboratories along with fields , ponds and reflection of forests should be incorporated in the universities. 5. Modern as well as ancient Indian education system should be adopted. 6. Faculties from the other countries ( 20% or 30% ) must be engaged in these universities. 7. Moral education and ethics should be taught to all students - Indian as well as foreigners

These points must be followed to establish a world-class university:- 1. Restore/Strengthen credibility of India as a safe and secure nation for the foreigners. 2. Crimes against the foreigners must be viewed seriously and the guilty must be punished under intimation of the victims. 3. Excellent world class infrastructure must be set up for the world class universities. 4 There should be modern as well as natural parts in the infrastructure. Multistorey buildings along with fields

Only if HRD people are prohibited from intrusion of daily activities of UGC, then India has the chance to establish World Class Institutions.

We must have One integrated Education Framework addressing needs of Primary ,Secondary and Higher education. It must respect the diversity of our nation. World Class University does not mean the building of Brick and mortar only. It comprises all stakeholders Students ,Teachers ,Industry and all those who will consume the services of students comes out of this educational framework. The current system was aimed to produce SERVANTS not intellectuals therefore every aspect should be included

To be a world leader in education,ample amount of changes will have to be brought into. first being aware about the current advancements with the course or subject one is dealing with practical knowledge enhances the ability to learn and increases interest in the subject. second old school thinking has to be let go ,imbibing knowledge comes with smarter way to deal with things and lastly contribution towards the society should be encouraged.
