Simply add this to the CC Camera coverage...run a education campaign nationwide and then chalaan ALL OFFENDERS and within months all this will stop...Best regards

1) It is better if the calendar year and financial year are same. It can be achieved slowly by 3 years. First DEC to FEB, then NOV to JAN, then JAN to DEC. 2) Allocated amount to each plan should reach the official who is actually doing the govt. plan in the year beginning month itself. Then only they can perform that year plan efficiently. Because when I was working in state health service as Asst. Surgeon 31 years back I got the fund for whole year's IEC (Information Education Communication) activities at the year end. So I couldn't do the work efficiently. So the fund will be partially waisted.
