Traffic Rules: Integration of CC-TVs at all signals with automated fine for breaking signals. it can be done by chip-based number plate and RTO account registered with initial sum of 1000 rupees, from which the fine money can be deducted. There must be an IT team working 24x7 in traffic dept to look into these issues.

Internet: All the internet+electricity wires must be underground. and new constructions must keep plug-n-play nodes in all rooms/halls. no open wires on streets and roads.

Firstly a smart city should have a lean and efficient administration. Unless RMC is drastically revamped ( which seems unlikely) change is not possible. No illegal house should be provided with water & power. Visa system should be implemented for entry in the city. mass public housing is very much possible if the sale rate is capped on the basis of construction costs and not land cost.

In order to make this city a smart one one thing on the ground level we will have to implement is anti-spitting law, city's own people has turned the city red(pan masala spits), they should be charged a penalty. Though, there is a law in Raipur, but the question is, how effective? Can we also take off slums and accommodate this people in proper houses. Smart city doesn't look good with slums.
