Governments are still constrained by the economic slump. Even without that, the scale of transformation at hand is beyond the reach of government treasuries.

Spiritual should included - span of birth and death. What we earn in the life. Try to give message to politician and bureaucrats that we must live for the sake of nation and society building. We must respect the feeling of poor not to play with them only for the politics.
