If the train passengers are insured as like travel insurance in flights, the premuim can be added in the travel ticket itself, u can give them option whether they need insurance or not, u can try this as a trail basis for ac coach passengers and then step by step to others, so that it will be easy to claim for their families, the insurance company will settle the claim and it will save govt money.. It will be easier than for gettin claim from insurance companies than govt officials.. Just a idea
