The Manuals on Policies and Procedures for Purchase of Goods, Works and Consultancy were issued by this Department in 2006. These Manuals were prepared in conformity with the General Financial Rules, 2005 and contained broad generic Guidelines. To suit their local/specialized needs, Ministries / Departments were to supplement these manuals by issuing Detailed Operating Instructions; Checklists and customized formats to serve as practical instructions.
    
It has been now decided to revise these Manuals and the copy of the revised Draft Manual for Procurement of Consultancy and Other Services can be read here.

It has been also decided to initiate stakeholders’ consultation on the Draft Manual. In this context, Individuals, Industries Bodies and all other stakeholders are requested to review the provisions of the Draft Manual on Policies and Procedures for Procurement of Consultancy and Other Services and send their suggestions / comments on MyGov. Ministries/Departments are being separately requested to send their suggestions/comments in this regard.

The profession of Architecture is already regulated in India by COA under the ageis of government of india, with detailed regulations. Moreover, it cannot be considered similar to providing any other consultancy services. As such, this manual may jeopardize the whole profession and the practice.

It is very important to revise the manual for procurment of good, services and consultancy etc.., Now a days there are use of computerised and advance technology with advance system and devices available for purchases of goods and services, Transparancy and quality is very important with effective cost factor, it is now easy to analyse the rate and quality by online sources available, further, in case of large quantum purchases, online bidding is the best sources of purchase, best wishes

Automobiles Two stroke bikes and scooters were stopped production for national interest for reduce fuel consumption, as well as above 150cc bikes production and sales to be stopped for reduce fuel consumption and safety for youths also.

There has to be fix gms. in packing goods like biscuits, wafers, oil, etc. as we find the packing same but lesser weight due to price. ISI mark goods should be allowed to sale,

IT MUST BE 100% EMPLOYMENT IN INDIA रोजगारी की 100% गारंटी हो,यदि आप 80% लोगो को भी रोजगार दे पाये,तो हमारा लक्ष्य पूरा हो जायेगा।पर आज तो 100 लोगो में से 1 को ही अच्छे रोजगार का अवसर मिल पाता है।बेशक भारत दुनिया का सबसे बड़ा युवा देश है,लेकिन इस युवा शक्ति का उपयोग भी करे।बेरोजगारी ही देश की अवनति और भ्रष्टाचार का सबसे बड़ा कारण है,क्योकि यदि 15 करोड़ युवा बेरोजगार बैठे है,इसका मतलब भारत को प्रतिदिन का कम से कम 100 रूपए प्रति व्यक्ति के हिसाब से 1500 करोड़ रूपए प्रतिदिन का नुक्सान हो रहा है।

Please make it mandatory for all online shopes to mention where the product is manufactured and also where the product is assembled. Many time we have seen that by unknowingly we buy the product which is manufactured in other country and the quality is not good especially chinese goods. By doing so it will directly or indirectly help to grow our local manufacture. Thank You!

Vadil shri Narendra modiji, I present some information and request, my father is suffering with dengue and he is admitted at civil hospital Amreli, Gujarat from last 16hrs and I seen that there is no one doctore come in opd room due to festival season but sister only continue same medication which have no result so it is wasting medication. if doctor is presente than accurate treatment is given so please increase frequency of the doctore

Dear Team at the GST Council and other teams working on the transformational GST implementation. I am a digital education entrepreneur. This segment has faced major issues from a taxation perspective due to lack of clarity. Although books are tax free but e-books and educational animations or content being developed for learning offline and online are being taxed due to lack of clarity. Please review and consider to make e learning and educational content tax exempt in the new GST draft.
