The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

Jay hind, At first I want request all my Indian brothers and sister to just dial *99# from their registered mobile number with bank and see what happens.There is no need of internet just need some training from bank staff and charge free transaction. If banks provide service like insurance agents and government make it charges free even if necessary to give subsidies to bank and telecom operaters in this regard,then it is not impossible to make cashless Indian economy.

Respected Prime minister, you have know bank transaction chrges?. when i am transaction to own bank ATM more than five times. It can be chrages apply particular transcation. you have told all people to cashless transcation . also Surat city most of ATM close. and when ATM open there is not money in ATM. this is not ACHHE DIN. i am accepted demonitization is good decision. but now i reliase is not good decision for middleclass man. how to i am transaction with bank.

Matru bhoomi ni jay, Mari PM ne araj chhhe ke, bank karmi ni fari ek vakhat jo madad leva ma aave to digital payment khoob saralta thi shakya chhe. Pratyek bank potanu ek dummy account banave ane tema *99# thi transaction kartaa tena darek khaatedaar ne shikhvaade. Je rite ek insurance agent ghare ghare jaay chhe,kaink tevi j rite ane jem cash na upyog ma koi charge nathi laagto tem aa sampoorn rite charegefree hoy,to hun maanu chhu ke India ne cashless economy khoob zadapthi banaavi shakaay.

Sir, It is again introduced by banks including SBI service charge after 5 transactions even there is no money in ATM.There is widespread criticism from common man for this atleast in the present situations though there is no money in many of the ATMs.Though there is restrictions for the withdrawal of money from ATM this may cause hardship for common man.Sir, so necessary steps may taken and instructions may kindly be issued to banks for withdrawing the service charge after five transactions.

Push all banks including small banks in Bharatham to have Digital payment methods introduced through BHIM. Most of the nationalised banks are having their own UPI alternative IDs, instead of having a unique portal. Also BHIM allows connection to only one bank account (A/C) for UPI, there are some salaried employees, who might have multiple A/C, where even loan re-pay have A/Cs mapped to the PAN and Aadhar, enabling more than one A/C to be mapped to UPI, helps transfer to such A/C easily

MUST READ - some new IDEAS for cash less transactions in most prevalent ways of Batua / Gullak style of transactions among most buyers and sellers. The idea supplements the recommendations of the committee for promoting cash less transactions. The readers / all stake holders are requested to submit their views so that the IDEA can be discussed / debated to its logical conclusion.

(1) More awareness programs on 'the usage and advantages of Digital Payments' must be carried out in Villages, schools, colleges. (2) Special courses on 'Digital Payments' must be introduced at school, college and university levels. (3) More Hands-on-experience-workshops on 'Digital Payments' must be organized by the Governments in collaboration with the Universities.
