The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

4. Governance of online payments such as, daily transaction limits between accounts, fees, MDR etc. 5. Consumer protection, Insurance against any cyber fraud etc. 6. Using the savings generated by Online payments to improve digital payments infrastructure in India

3. Aadhaar enabled payments system (A digital payment solution should be thought of by which one would only need to do fingerprint scan and enter the amount to be deducted and the required amount should directly be debited from his/her bank account and credited real-time in merchant's account with SMS sent to mobile. This would be a revolutionary change. (The fingerprint scanning device should be subsidized by the government so that this device is available cheaply and in abundance.

Make a committee or institution for regulating the digital payments in India which would be allied to MoF in Government, RBI and would be supported by NPCI for IT solutions. This committee should be responsible for: 1. Continuously updating BHIM app and adding innovative solutions 2. data protection and security of all online payments done in India

To popularise digital payments it is important to train citizens on how to use them. Everyone visit a bank often. Banks can employ volunteers to train customers on digital payments. Retired persons - I am a retired person - will be prepared to devote some time to do this training so that bank employees are not burdened. Government can take steps to set up training desks in Railway booking offices, insurance company branches, bank branches etc

Dear Prime Minister, I have a solution where a. Money is in possession of the owner albeit differently i.e., Digitally. b. Small value transactions can be executed through near field communication i.e., offline. c. Money trail is reconciled through batch transaction logging. आदरणीय मेरा मानना है कि सरकारी लेनदेन को कैशलेस करें जैसे बिजली / पानी का बिल भीम एप से भरना। जिससे लोगों को कैशलेस लेनदेन करने का अवसर मिलेगा और वो इस और आकर्षित होंगे कि बिल जमा करवाने के लिये कहीं जाने की जरूरत नहीं। धन्यवाद

The applications for digital payment by banks or govt are technically faulty or not favourable.For example *99# Application.When I am started it prompted me up to last six digits of debit card and expiry date.But my card has no expiry date .It could prompt for whole number of debit card in addition.The transaction is pending and not eliminating till now. When I contacted with bank I learned that I have to apply for new debit card.But it seem more convenient for me to retain my old card instead

1. We need to educate all mobile phone users on how to use the BHIM app. 2. Users and Merchant outlets , supermarkets, restaurants etc should be incentivized for using digital payment systems like BHIM etc apart from the traditional usage of debit/credit cards. 3. This campaign should be spread to all parts of country through traditional as well as non-traditional means of communication.The benefits of cashless transactions also need to be explained to the people at large in a mission-mode
