The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

I think vc should be regulated and govt should think about to control of moneylondering so that could not mis use of these currency.

Namaskar to All.. In fact India should create own coin were all people will get benefit at global level also. Buy this in India people won't get met cheaters.. because people lost their hard earned money....Need to stop that by providing awareness.. India should also get Coin work on Blockchain technology.. Sir please regulated bitcoin in India because it makes good future and best investement for people for his/her , but tax should be take less than regular tax index .

Respected Government, I suggest that Bitcoin should be legalized and proper taxation be implemented on its sale. If it is banned it would be a huge loss to our country's development as we are heading towards a digital age. Thanks.

but these block should filtered with country code... so that foreign money should be recognised and block if it has some differed or laundered amount. Countrywise blockchain filteration should be there with a code which will be authenticate by the system for its genuine recipients or not.

India can set a new benchmark for Bitcoins 'coz India is the 2nd most populated country with the biggest potential market for trade. Being non-inflationary, as more and more people adopt Bitcoins, its value will go up and the price of things in Bitcoin will come down. Being decentralized, its more like an invaluable asset. Its fast, secure and globally accepted. Bitcoins mimic precious metals like gold, so its price will only rise over time while its supply will always be fixed and limited.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed? Virtual currencies are definitely going to be the future currencies. Japan has legalized one such VC Bitcoin and other countries are considering legalizing or launching their own VC. Many multinational firms are accepting payments in VCs. Therefore, India should not ban VC. It should be observed in the short term and can be legalized later. rest of the comment is in PDF

Blockchain technology and crypto currencies(VCs) can greatly help in empowering the dream of 'Digital India', 'Startup India' and 'Cashless India'. Banning VCs would be equal to taking a step backward when all other developed and developing nations have embraced virtual currencies. There are already existing regulations in USA and EU for VCs and India can take note of that. As VCs are still new in India it would be wise to further study and observe rather than ban or regulate right away.

Digital currencies/bitcoins are a very good technology when it comes to storage, transfer of assets. The technology is very fast, reliable,secure, decentralised. It has been accepted globally. It should not be regulated in haste, kindly observe it for some time It should not be banned at all on the pretext that bad elements use it.bad elements also use arms, currency,vehicle - so will you ban all that,if you can then ban bitcoin also.
