Besides forming the VC framework, government should also look to utilize the technology behind VCs (blockchain) in areas such as power distribution, identity, voting, etc

I believe, we should legalize the virtual currencies in India. It will be a good decision if government takes this call because the countries who do not walk hand in hand with technology takes long to become a developed country. The virtualization is going to be future for everything. If we changed from MAIL to E-MAIL and TICKET to E-TICKET, why can't we go for CURRENCY to E-CURRENCY?
For security, We should make sure all investors follow strict KYC and off course pay tax as capital gains.

I think there should be a lower bound on negative VC that a person can have. For example, it should not happen that a person has not bought any VC but has sold Rs 1 Cr worth VC. This will prevent exchanges from crashing. Also, exchanges should not be allowed to set VC price to be more than 2-4% of average price in all other international exchanges, otherwise NRIs can cause domestic exchanges to crash too. Open to explaining all this in detail.

There are many scams going around in India. Recently everyone have heard that the arrest have been made of people associated with onecoin. There are so many scams running in India, kashh coin, champ coin, adcn coin they all are scams. If government want proofs then I can can provide them, these kind of scams are spoiling the image of bitcoin and in india, our government should take strict action against them stop them. But I strongly recommend BTC should be legal in india because its the future.
