The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Dear Sir, In my point of view you want to make india digital. Bitcoin is cryptocurrency or Digital currency. so people interested for it as thinking of your disission. So i think Bitcoin should be legal in india to develop india....

Bitcoin should be legalised. All developed countries have no problem with that. Every time india has many problems. Thats y they are far more advance than india. India should be fully digital india. JAPAN has no problems why india have then. LEGAL BITCOIN LEGAL BITCOIN LEGAL BITCOIN.

Maximum unemployed youth are working online & they get payment in bitcoin & so many hope from btc so bitcoin should be regulated in india as regulated other countries.

All the cryptocurrency must be legalized ,as all the countries have already taken positive steps,e.g. Japan America,and all other European countries to legalize. Recently Australia has made Bitcoin Transaction tax free. In India also all virtual currencies should be legalized.

Virtual Currencies should be regulated. Even today it's taxed under capital gains, so why not regulating them as a separate entity? Those who are saying people are investing in VCs who have unaccounted money. The exchanges in India are accepting payments only through Bank, not in cash! And KYCs are done as well. So it's not unaccounted money! Govt should take examples from the Developed Countries, we talk about Digital India, how can Digital India deny this new Financial revolution?

Yes it should be legal in India because it can improve financial situation very very much of many peoples of India. The one cryptocurrency which is made in India is The ChampCoin(TCC) in which many investors of India invested on it and worldwide investors also invested on it and in my point of view BitCoin should also be legal in India.

Bitcoins has been accepted by most of the people around the whole world. It's very fast , safe and easier so I think it should be regulated. So I request to government of India to please accept Bitcoins legally for the development and cashless transactions. It is also a good investment option to a middle class people.
