The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

I think VCs should be regulated in India. Perpetually, India has always been a follower rather than a leader when it comes to adopting new technologies. Hence, we miss out on opportunities to cash-in on such innovative ideas. VCs have been around for close to 8 years now and entire world now acknowledges the power of Blockchain technology. VCs are traded over exchanges, hence we can form the consumer protection policies similar to any other derivative instruments.

America/China are earning huge tax from buy/sale of Virtual currency. If some one invests in virtual currency after making profit is will return in our system. I think it a technology of future not to be banned.

make Digital currerency bit coin ligal in india also... Good for our country also. Bcz many people have job from bit coin. Many trader and investors depends on bit coin. Take tex from bit coin buy/sell but dontthink thint stop bit coin in india. Jai hind

Sir,I am Charteted Financial Analyst. Virtual currencies not owned by any central bank is hazardous.For example Bitcoins were created in Greece, where due to talk of EURO breaking people had started barter system, at that time 1 EURO = 1 BITCOIN, now the creator is murdered & BITCOIN is totally in the hands of speculators....where 1 BITCOIN is more tha 2000$ , it is ridiculous & dangerous bubble money. Virtual Currencies are available in many forms. Sodexo Gaming currencies etc. But bitcoins are not regulated and can be easily used to evade taxes. Also price of the Bitcoins are manipulated by hackers and is extremely volatile. There is not enough education in the country to posses and handle bitcoins. We already use equities, derivatives and debts etc for capital gain purpose. Crypto currencies are not safe in India at this point in time. I believe India should ban the use of bitcoins.

I feel India should go for regulating Bitcoins and other VCs.If Global Leaders like USA, Japan are already forming ways of not only accepting but promoting it's use, our dream of cashless economy can come true with VCs and Bitcoin majorly. Thanks!
