The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Bitcoin ki hamare desh main bhi legal currency karna chahiye,isse hamare income tax bhi jyada ayega,isse hamari desh ko aage le jasakte he so is vichar ko gorkare sir

bitcoin should be legal in india.. as it is a form of future currency.. in future virtual currency will play a vital role.. many countries have legalized bitcoin and India should also take the virtual currency introduction positively :)

Namaste Sir Bitcoin ko hali me kai deshone leagle kar diya hai. Jis se un deshon ki amdani me badotri hogi. Bharat me bhi crypto currency ko legal kar ke len den par tax lagana behtar hoga.sathi kuch aise VC bhi hai jo bharat se bankar desh videsh me amdani or rojgar pradan kar rahe hai jise sarkar ki madad chahiye.Aur zebpay jaise platform par len den puri tarah KYC ke aadhar par aur sahi tarike se ki ja rahi hai. Sarkar ki najar inpar bani rahe yeh achi baat hogi aur tax bhi lagana acha hai

BITCOIN has been accepted by many countries as legal currency even Japan also, why not virtual currencies be legalized by India

Yes. Crypto currencies Want to become legalise in INDIA. Make an arrangements to adopt block chain methods To stop corruptions and black moneys in INDIA. Onecoin is the Only company using newest technology of block chain method and centralised control for its operations and audits. So pls legalise virtual/Crypto/Digital/Electronic currencies like Onecoin and all. Babu T

sir aap wese b rojgar nahi de la rahe India me, or Apko pata hai is currency ka future bahut acha hai, agar usko promote karte hai to hum bahut jaldi gareebi khatam kar sakte hai jaha aaj b log bhuk ki wajah se mar jate hai. Aap 1 hathi 1 room me ignore nahi kar sakte.

Bitcoin को लिगल करो कयन की नौकरी सभी को नही मिलता है नकरी के चलते आदमी पागल होजाता है अगर ईस महनगाई मैं इसे भी इलीगल करार देदिये तो अादमी पड. लिख के किया करेगा अगर कोई अभ कमाने का जरया है ब Bitcoin है इस लिये सरकार से निबेदन है कि आप इसपर कानुनी सुरकछा बरतैं मगर Bitcoin को इलिगल करार मत दैं

All countries has adopted btc and other crypto currency so that why we are not using? I am fully support for btc and other crypto currency.Crypto currency must be regulated in india

Sir i am a private company employee i have given all my kyc document for deposit and withdrwal of bitcoin... its really secure and best virtual currency... please learn something from japan sir they just justified that and please india understand and regulate... its totally help us in our gdp..
