Nothing in this section shall be constructed to derogate from the provisions of the Indian Explosives Act, 1884 (4 of 1884), or any rule or order made under that Act, and nothing in sub-sections (4) and (5) shall be constructed to apply to any goods entrusted for carriage by order or on behalf of the Government or to any goods which a soldier, sailor, airman or any other officer of the armed forces of the Union or a police officer or a member of the Territorial Army of the National cadet Corps may take with him on a railway in the course of his employment or duty as such.

However passengers tend to carry inflammable and dangerous materials like firecrackers, petroleum products, explosives etc., resulting in fire accidents and loss of human life.

Suggest solutions for reducing fire accidents due to carrying of inflammable materials by passengers.

Respected Sir, I suddenly had to travel New Delhi to Kanpur and I faced a lot of problems due to a lot of currption in Indian railways. There is a rule that if there is any seat available in the running train then I can get the seat without any extra charges just I have to pay only difference of normal ticket and reservation ticket but what TT did with me, was very serprising for me. TT asked me to pay money in balck and he would give me seat to sleep otherwise he will charge me penalty.

The main cause by the passenger trains not bounded by any security because passenger minded by fixed to railway is only government property. The indian railway is create more advertising formula and create the blacklist passenger. caught the passenger that id and photo submitted the list and passengers travel by railway to advertised in railway station in digitalise screen that effect on passenger will be shying they do not repeat for this crime.

As cargo is major source of revenue for Indian Railways:- I suggest GOI should look for improving good sheds conditions, include more Container rail terminals, more parcel vans for faster transit. By allocating Railway owned rakes to private parties on lease basis for increasing major cargo movement by rail mode. should provide a division owned by railway which will provide door to door solution i.e Rail + Road. Competitive rates, seasonal rates and concessional rates for cargo should be implemen

Indian railway should adopt a policy for ..."Longest distance through shortest Route".for the comfort of distant passengers.eg. 13151/13152 Kolkata-jambu tawi express is a very important train used by many Army personnels too. This train takes about 45Hrs to reach kolkata-to jan=mbu and viceversa while going through Lucknow-moradabad route. But It would take only about 36 hrs if it would goes via newdelhi-chandigarh-pathankote-jambu route. There are many such examples that can be think about.
